Storm No. 10 (Bualoi) caused heavy rain, flooding, landslides, and had a certain impact on the production and business activities of many businesses and workers.

On October 1, Ms. Ho Thi Kim Ngan - Deputy Head of the Labor Relations Department of the Vietnam General Confederation of Labor said that according to reports from the provincial and municipal labor federations: Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Phu Tho, Son La, Lao Cai, Da Nang, Gia Lai and Ho Chi Minh City, storm No. 10 (Bualoi) and its circulation caused heavy rain, flooding and landslides, having a certain impact on the production and business activities of many businesses and workers.

Many businesses and factories had to stop operations and let workers quit to avoid the storm.

According to information from some provincial labor federations in the Central and Northern mountainous regions as of September 29, storm No. 10 has caused damage to many families of union members and workers.

In particular, through review, Nghe An Provincial Federation of Labor reported that 329 union member families had their houses completely swept away by floodwaters, were severely damaged, and suffered property and crops damage, etc. Many enterprises in industrial parks had to stop production;

Ha Tinh Labor Federation quickly reported that more than 100 union members and workers were affected by storms and floods, their houses had their roofs blown off, and their property damaged.

Thanh Hoa Provincial Federation of Labor has 1 case of a drowning worker (born in 1989), nearly 100 union members and workers have had their houses damaged, some have lost power for 3 days, and have been cut off from contact to have full information about the number of union members and workers affected by recent storms.

The Quang Tri Provincial Federation of Labor had 1 union member fall while tying up a house to prevent the storm (left bone, bone, powder); 5 union members had their house's roof blown off; 1 union member had 3 quintals of shrimp and 5 thousand brown fish suffered damage of 42.5 million VND; 21 factories and facilities of enterprises were damaged...

On September 29, 2025, the Labor Relations Department advised the Standing Committee of the Presidium of the Vietnam General Confederation of Labor to issue Official Letter No. 645/TLD-QHHD dated September 29, 2025 to direct local and sectoral trade unions to closely coordinate with local authorities, departments, branches, agencies, units and enterprises relevant to overcome the consequences of storms and floods; participate in working groups of the Provincial and Municipal Fatherland Front Committee to visit and share with people affected by storms; grasp the situation of enterprises, union members and workers having to quit their jobs, proactively organize visits, encouragement, and sharing with union members and workers according to the provisions of Clause 3, Article 5 of Decision No. 1411/QD-TLD dated August 1, 2024 of the Vietnam General Confederation of Labor; report and update information daily to the General Confederation of Labor to summarize the General Confederation of Labor.

At the same time, to promptly visit and encourage the sharing with union members and workers, the Labor Relations Department advised on organizing working delegations of the Standing Committee of the Presidium to visit and present gifts to union members and workers in localities that suffered heavy damage due to storms and floods in 2025.

Starting from October 1, working groups led by the Standing Committee of the Presidium of the Vietnam General Confederation of Labor will visit Thanh Hoa, Nghe An, Ha Tinh provinces... to grasp the situation of prevention and overcoming the consequences of the storm and provide support to union members and workers in provinces and cities that suffered heavy damage due to storm No. 10 (Bualoi).

* It is known that on the morning of September 30, the Nghia Lo Ward Trade Union (Lao Cai) in coordination with the Son Thinh Market Trade Union directly visited and encouraged union member Trieu Thi Kieu - who suffered heavy damage after storm No. 10.

At the visit, Ms. Vuong Thi Anh - Chairwoman of Nghia Lo Ward Trade Union and Ms. Nguyen Thi Tu Phuong - Chairwoman of Son Thinh Market Trade Union - presented 10 million VND in cash, along with 30kg of rice, 3 boxes of instant noodles, 2 boxes of milk and other necessities.

Timely support not only helps union members reduce their material burden, but is also a great source of spiritual encouragement, adding confidence in the union organization - the support of workers in difficult and disadvantaged times.
