Dedicating 100 billion VND to care for union members and workers in the long term
The second meeting of the Executive Committee of the 14th Vietnam General Confederation of Labour was held in Ho Chi Minh City on the afternoon of June 21.
The conference listened to the draft results of trade union activities in the first 6 months of the year, key tasks for the last 6 months of 2026; listened to the public disclosure of the trade union financial estimate for 2026.

Accordingly, in the first 6 months of 2026, grassroots trade unions proactively coordinated and participated with professionals to implement democracy at the grassroots level, contributing to promoting the right to mastery of union members and workers, newly signed 1,664 collective labor agreements (CLAs), with 4,637 amended and supplemented versions, the coverage rate reached more than 85%, in which there are many things that are more beneficial to workers compared to the provisions of law; the rate of CLAs reaching type B or higher accounts for more than 50% of the total number of CLAs signed; there are 22 CLAs with many participating businesses.

Need to clearly define the role of commune-level trade unions with grassroots trade unions
At the conference, many delegates focused on discussing the activities of commune, ward, and special zone trade unions, emphasizing the need to consider the scale, characteristics and staffing of commune, ward, and special zone trade union officials; it is necessary to clearly define the role of commune, ward, and special zone trade unions for grassroots trade unions in the area; strengthen training of commune, ward, and special zone trade union officials. Representatives of the Thanh Hoa Provincial Labor Federation said that some commune trade union officials have to work in areas equivalent to the area of 5 districts before, so they face many difficulties in their work.

Some opinions suggest that it is necessary to soon have a legal basis and guidance for establishing industrial park trade unions and regulations need to be flexible to suit local realities, because many provinces and cities have different industrial park models; export processing zones or economic zones.
Many opinions suggested that it is necessary to consider and adjust to reduce the target for developing trade union members in 2026 to suit the actual situation.
Standing Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu received opinions and explained some issues related to the structure, organization, and operation of commune, ward, special zone, and industrial park trade unions.
At the same time, note that in the last 6 months of the year, trade union levels need to pay attention to the situation of labor relations, not to be passive, and soon have plans to take care of Tet 2027 for union members and workers...
Speaking at the conference, Member of the Party Central Committee, Chairman of the Vietnam General Confederation of Labor Nguyen Anh Tuan assessed that although there were difficulties and obstacles in the first 6 months of 2026, trade union activities still ensured stability of the system, and trade union activities were not interrupted.
Chairman of the Vietnam General Confederation of Labour Nguyen Anh Tuan also said that it is expected that in 2026, the Vietnam General Confederation of Labour will issue an Action Program to implement the Resolution of the 14th National Party Congress, the Resolution of the 11th Vietnam Fatherland Front Congress, and the Resolution of the 14th Vietnam Trade Union Congress for trade union levels to implement.
The President of the Vietnam General Confederation of Labour requested trade union levels to closely follow current regulations, proactively implement trade union activities close to the actual situation in localities and sectors to ensure that trade union activities are close to union members and workers.
The conference also voted unanimously to pass the resolution with a number of contents:
- Report on the results of trade union activities in the first 6 months of the year, key tasks for the last 6 months of 2026.
- Action program to implement the Resolution of the 14th National Party Congress, the Resolution of the 11th Vietnam Fatherland Front Congress, and the Resolution of the 14th Vietnam Trade Union Congress.
- Full-term working program of the Executive Committee of the 14th General Confederation, term 2026 - 2031.
- Working regulations of the Executive Committee, Standing Committee of the 14th General Confederation, term 2026 - 2031.
- Working regulations of the Inspection Committee of the 14th Vietnam General Confederation of Labor, term 2026 - 2031.
Report on inspection and supervision work of trade unions at all levels in the first 6 months of the year, work program for the last 6 months of 2026.
- Report summarizing 15 years of implementing Resolution 6a/NQ-TLĐ dated January 6, 2011 of the Executive Committee of the General Confederation (X term) on continuing to innovate the content, methods and improve the quality of grassroots trade union activities and Conclusion No. 02/KL-TLĐ dated March 17, 2021 of the Executive Committee of the General Confederation on continuing to implement Resolution 6a/NQ-TLĐ.
- Report on the results of union member development and establishment of grassroots trade unions in the first 6 months of the year and orientations and tasks for the last 6 months of 2026.
