Speaking at the opening of the conference, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang said that in the first 6 months of 2025, in the context of many advantages but also many difficulties and challenges, trade unions at all levels focused on implementing the Central's instructions on streamlining the organization and apparatus, streamlining, efficiency, effectiveness and efficiency, associated with the structure of the staff; participating in building and perfecting key institutions and laws, which are amending and supplementing the 2013 Constitution and amending the 2024 Trade Union Law, ensuring unity and synchronization with the orientation on organizing the apparatus.
At the same time, actively implement the concretization of the 2025 working theme "Focusing on developing union members; participating in building a clean and strong Party", making efforts to implement solutions to develop union members, establish grassroots unions; organizing activities during Workers' Month, Labor Safety and Hygiene Action Month... Inspection and supervision work is focused on, contributing to improving the quality and effectiveness of union activities...
From practical work in sectors, localities, and units, the President of the Vietnam General Confederation of Labor suggested that delegates give their opinions on assessing the results of trade union activities in the first 6 months of the year; discussing and analyzing in depth the causes of limitations, especially in developing union members. Along with that, propose tasks and solutions to focus on implementing in the last months of the year, especially those that need to be adjusted and supplemented to suit the new situation after implementing the streamlining of the apparatus and reorganizing administrative boundaries.
Regarding the summary report of the thematic Resolutions of the Executive Committee of the Vietnam General Confederation of Labor, including: The summary report of 10 years of Resolution 7b/NQ-TLD on trade union financial work in the new situation and the summary report of 10 years of implementing Resolution 6b on improving the effectiveness of trade union inspection committees, delegates attending the conference based on practice, discussing and objectively and scientifically evaluating the results achieved.
At the same time, deeply analyze the remaining limitations and weaknesses and the causes. From there, focus on discussing and clarifying, creating high unity in the Executive Committee on the goals, tasks and major solutions that need to be thoroughly grasped and implemented to continue to strengthen the role of trade union inspection committees at all levels as well as targets and solutions to improve the quality of trade union financial work, meeting the requirements of tasks in the new period.
At this conference, the Presidium reported to the Executive Committee on the results of 5 years of implementing Resolution 03/NQ-TLD dated January 11, 2019 of the 12th Executive Committee of the General Confederation of Labor on trade union cadres in the new situation; contributed opinions on the "Referral for policies on dismissal of union members and trade union cadres for cadres, civil servants, public employees and workers receiving 100% of their salaries from the state budget" and conducted a number of other important contents.
Comrade Nguyen Dinh Khang suggested that the delegates promote a sense of responsibility, carefully study the documents, discuss, and contribute opinions for the executive committee to consider and decide.
During the working session on the morning of June 9, the conference approved the report on the results of trade union activities in the first 6 months of the year, key tasks for the last 6 months of 2025.
At the same time, the results of the 13th Party Central Committee Conference and the implementation of the Central Committee's conclusions on the implementation of Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" were announced.
The conference also parted ways with the comrades who stopped participating in the Executive Committee and Inspection Committee of the 13th Vietnam General Confederation of Labor.
