Emulation movement to ensure sustainable employment
On the afternoon of June 3, speaking at the Center for Discussion No. 5 of the 14th Vietnam Trade Union Congress, with the theme "Deploying the emulation movement "Good labor, high productivity, good income, contributing to the implementation of the goal of double-digit growth", Ms. Thai Thu Xuong - Standing Vice President of the Vietnam General Confederation of Labor - affirmed that the patriotic emulation movement among workers, civil servants, laborers and trade union activities has long been a strong driving force to arouse the spirit of responsibility, will to overcome difficulties, aspiration to contribute and creativity of union members and workers in all fields of work, labor, and production.
Reality through periods shows that where the emulation movement is organized widely, practically, and effectively, labor productivity is improved; initiatives and technical improvements are promoted; the quality of human resources is improved; labor relations are harmonious; businesses develop more sustainably and the lives of workers are gradually improved.
Emulation movements not only create motivation for each individual and collective to strive to complete tasks well, but also contribute to consolidating trust and strengthening the bond between workers and the Trade Union organization, with businesses and with the overall development of the country.
According to Ms. Thai Thu Xuong, entering a new stage of development, the country is facing intertwined opportunities and challenges in the context of globalization and increasingly fierce international competition. The strong development of science and technology, innovation and digital transformation are profoundly changing the methods of labor, production and social governance.
This poses an urgent requirement to build a team of modern workers with professional qualifications, professional skills, industrial style and the ability to adapt quickly to new science and technology.

Ms. Thai Thu Xuong said that the 14th Vietnam Trade Union Congress takes place in a particularly important context when the entire Party, the entire people and the entire political system are determined to successfully implement the Resolution of the 14th National Party Congress; realize the goal of rapid and sustainable development of the country; strive to achieve double-digit economic growth; and at the same time promote the development of science and technology, innovation and national digital transformation in the spirit of Resolution No. 57-NQ/TW of the Politburo.
To realize those major goals, the role of the working class and the Trade Union organization is becoming increasingly important. More than ever, emulation movements among workers, civil servants, and laborers need to continue to be strongly innovated in both content and organization methods, truly becoming a driving force to promote the improvement of labor productivity, quality of human resources, production efficiency, work and competitiveness of each agency, unit, enterprise as well as the economy.
In the new period, emulation must not only stop at encouraging the spirit of hard work but also strongly focus on applying science and technology, digital transformation, innovation, and improving production processes, management and working methods. Promote workers to actively study, improve their qualifications, professional skills, and digital skills to adapt to the requirements of modern production and the new labor market.
The emulation movement must also directly contribute to ensuring sustainable employment, increasing income, improving working conditions and the lives of workers; creating an environment for workers to contribute, be recognized, be developed and accompany businesses for a long time.
This is also an important basis for building harmonious, stable, and progressive labor relations; promoting the pioneering role of the working class in the cause of industrialization and modernization of the country and building a prosperous and happy country in the new era of development.
Starting from that requirement, the Vietnam General Confederation of Labor identified the emulation movement "Good labor, high productivity, good income" in the period 2026 - 2031 as a key and consistent task of the Trade Union organization in the new term.
After training, is the income of workers better?
Expressing his opinion at Workshop Center No. 5, Mr. Cao Minh Hoa - Chairman of the Trade Union, Technical Director of TH Dairy Joint Stock Company - said that in the past term, trade union levels in Nghe An province have organized more than 86 skills competitions. The whole province has 12,470 recognized initiatives and solutions, bringing benefits of more than 612 billion VND.

From that reality, Mr. Cao Minh Hoa believes that in the next term, it is necessary to focus on synchronously implementing many solutions. First of all, continue to innovate propaganda work, create a strong change in awareness among union members, workers and employers about the role and importance of vocational training, improving professional qualifications and skills; and at the same time build a lifelong learning culture among workers.
Trade union organizations need to proactively coordinate with businesses to grasp labor demand and professional skills requirements, thereby organizing training and fostering programs close to reality.
Along with that, focus on retraining and improving vocational skills and digital skills for workers to meet the requirements of digital transformation and production transformation.
After Mr. Cao Minh Hoa's presentation, Dr. Nguyen Ngoc An - Member of the Presidium of the Vietnam General Confederation of Labor, Chairman of the Vietnam Education Union - questioned the actual effectiveness of vocational training activities for workers.
According to Dr. Nguyen Ngoc An, the important issue is how to control and evaluate the results after training when businesses and trade unions invest resources for workers to study and improve their skills.

Answering the question, Mr. Cao Minh Hoa said that any investment needs to bring specific value. According to him, the process of persuading businesses to invest in training is not simple, especially in the early stages when the effectiveness is not immediately seen.
He said that trade unions and businesses have proactively allocated resources to organize training programs for potential workers, even when they initially did not receive complete consensus from businesses.
After that, the unit focuses on proving effectiveness with specific results that workers achieve after training, such as work performance capacity, innovation initiatives and values brought to the business.
There are initiatives that in just 3 months have helped the company save about 12 billion VND. These specific products are the basis to convince businesses to continue investing in training," Mr. Hoa said.
According to Mr. Cao Minh Hoa, to ensure efficiency, businesses evaluate the input capacity of workers, build a clear training roadmap, and apply a KPI evaluation system both in theory and practice. These criteria are linked to the career development roadmap of each individual.
Continuing the exchange, Dr. Nguyen Ngoc An asked: "After training, is the income of workers better? ".
Mr. Cao Minh Hoa affirmed that the KPI system is directly linked to the career development roadmap of workers. When capacity and professional position are improved, income will also be improved accordingly.
He explained that at enterprises, each level of competence is associated with a certain salary frame. When employees meet the criteria in the career development roadmap and are promoted to a higher level, they will receive a salary belonging to the corresponding higher frame.
