Speaking at the opening of the congress, Mr. Thach Van Chung - Member of the Executive Committee of the Vietnam General Confederation of Labor, Member of the Provincial Party Committee, Vice President of the Vietnam Fatherland Front of Bac Ninh province, Chairman of the Bac Ninh Provincial Labor Federation - said that the first Trade Union Congress took place in the context of many favorable opportunities but also facing difficulties and challenges.
In that context, it requires trade unions to be pioneers in innovation and creativity, trade union officials must ensure both professional requirements, legal knowledge, multicultural negotiation skills and love for the Trade Union blue shirt, only then can they become a reliable support, a solid bridge between the Party, State and workers; the initiator and presiding over the construction of harmonious, stable and progressive labor relations between employers and workers in enterprises for the sustainable and stable development of the locality and enterprises, for the legitimate and legal rights of workers according to the motto of caring for workers today is to invest in sustainable development tomorrow.
Mr. Thach Van Chung said that the congress is responsible for evaluating and summarizing the achievements of the workers' movement and the Trade Union organization in the 2023-2025 period; developing goals, directions and tasks for the 2025-2030 term.
With the motto "Solidarity - Democracy - Discipline - Innovation - Development", Mr. Thach Van Chung suggested that each delegate bring to the Congress deep trust and determination to build a strong and comprehensive Bac Ninh Provincial Trade Union, becoming a reliable place for workers and laborers.
Along with that, affirming the determination to constantly learn to innovate and create in the activities and organization of the Trade Union, taking the interests of union members as the center; inspiring and participating in building a civilized corporate cultural environment, where human values are respected, where the beauty - the hospitality and affection of Kinh Bac culture - people are spread in each workshop, production team and become internal resources, soft power to create the brand "Made in Bac Ninh" to reach international standards; turning the Congress Resolution into specific programs and plans to continue building a team of qualified, skilled workers with industrial skills and style, participating in building Bac Ninh province into a centrally-run city before 2030.
In a summary report from the Provincial Federation of Labor Executive Committee to the Congress, Ms. Nguyen Thi Minh Ngoc - Vice President of the Provincial Federation of Labor - said that over the past 2 years, provincial trade unions at all levels have provided legal advice and answers through the Trade Union Television section; the Provincial Federation of Labor's Electronic Information Portal; the Trade Union's Zalo and Facebook groups; and provided legal advice through cultural exchanges for 40,371 union members and workers. Support and guide 161 workers of Bac Giang Cement Joint Stock Company to sue the company in the People's Court of the 4 provinces of Bac Ninh because the company owes wages to workers. As a result, on August 30, 2025, the court ordered Bac Giang Cement Joint Stock Company to pay more than VND 8 billion due to unpaid wages to employees.
The Provincial Federation of Labor has directed 2,256 grassroots unions to coordinate with heads of agencies, units, and enterprises to organize union meals with a total value of over VND38.298 billion, creating a joyful and cohesive atmosphere. In addition, the Provincial Federation of Labor effectively implements the model of "Union participation in ensuring the quality of shift meals for workers"; regularly supervises, promptly makes recommendations and proposals to ensure quality and food safety and hygiene.
