Speaking at the Congress, the President of the Vietnam General Confederation of Labor commended, acknowledged and congratulated the results and achievements that the team of Trade Union cadres, union members, workers and all levels of the City Trade Union have achieved in the past time. These achievements contribute significantly to the overall achievements of the labor movement and trade union activities nationwide.
The first Congress of the Hai Phong City Trade Union for the 2025-2030 term took place in the context of many favorable opportunities intertwined with many difficulties and challenges. Therefore, in the new term, the city's Trade Unions at all levels will maintain the nature of the working class, improve political courage, sense of discipline and qualifications of union members and workers in the new context. In the context of consolidation, the two-level government model, industrial - service - logistics - high-tech agriculture development, the team of workers and laborers must clearly demonstrate the role of a core force, taking the lead in implementing the strategic goals of the Party, State and city.
The City Trade Union strengthens propaganda, political education, law, traditional education, strengthens the belief in the goal of national independence associated with socialism, in the leadership of the Party, in the role of the Vietnam Trade Union. At the same time, foster patriotism, national pride, and a sense of social responsibility; build an industrial, disciplined, professional, and creative style; enhance the "resistance" of workers against bad, toxic information, false accusations, and instigating plots of hostile forces.
The City Trade Union strongly innovates the content and methods of operation, performs well the function of representing, protecting, and caring for the rights of union members and workers, considering this a central task, the most important criterion for evaluating the effectiveness of Trade Union activities. Specifically, trade unions at all levels improve the quality of negotiation, signing and supervision of the implementation of collective labor agreements; proactively participate in developing, giving comments and reviewing policies and laws related to workers. Along with that, strengthen inspection and supervision of the implementation of policies, promptly participate in resolving labor disputes, and avoid "hot spots" in labor relations.
In the context of digital transformation, the City Trade Union promotes the application of information technology, builds and effectively operates the Trade Union digital ecosystem, diversifies interaction channels, listens to workers; considers this one of the pillars to innovate activities, improve representation efficiency, and care for union members.
Hai Phong trade unions at all levels organize practical patriotic emulation movements, associated with the city's strategic development programs. The city is implementing many major tasks on developing high-tech industry, logistics, marine economy, clean energy, smart cities, digital transformation, green transformation, etc. Emulation movements among employees must "catch" this requirement, aiming at the goal: higher productivity - better quality - lower cost - safer - greener.
On the other hand, the city's Trade Unions at all levels have built a strong, comprehensive, professional, and modern organization, a reliable support for workers. In the immediate future, the city's trade unions will continue to innovate the organizational model, streamline the apparatus, and improve operational efficiency; focus on developing union members and establishing grassroots trade unions, especially in the non-state sector, linking development of quantity with improving the quality of grassroots trade union activities. At the same time, build a team of professional, confident, dedicated, responsible union cadres with legal knowledge, good negotiation and dialogue skills; close to the grassroots, close to workers...
In order for the Resolution of the first Congress of the City Trade Union to soon come into life, after the Congress, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang requested the Executive Committee of the new City Trade Union to urgently develop an Action Program to implement the Resolution; specify it into clear goals, tasks, solutions, and implementation roadmap, ensuring that all policies and decisions of the Congress are implemented through specific and practical actions for union members and workers.
