Directing activities more directly to the grassroots level
After 5 years of implementing the Resolution, the awareness and actions of the entire political system on building the working class and innovating trade union organizations and activities have clearly changed. Many important guidelines, mechanisms, policies, and projects have been promulgated, contributing to completing the political and legal basis, building a modern and strong working class, and consolidating the trust of workers.
In which, the process of arranging and streamlining the organization in 2025 and up to now, the Trade Union organization has been streamlined quite strongly, reducing intermediate levels, gradually directing more direct activities to the grassroots level, closer to union members and workers.
Vietnam Trade Unions from the 4-level model are rearranged to 3 levels, operating basically meeting functions and tasks, gradually stabilizing, ensuring continuity according to the Central Government's policy. Trade union levels promote digital transformation, applying information technology in management and administration, meeting operational requirements according to the new model.
The work of developing union members and establishing grassroots trade unions has many results, gradually closely following the shift in the enterprise structure and labor market.
The organizational structure of the Trade Union has also shifted in line with the development trend of the economy, expanding the target group of foreign workers and union members who are informal sector workers.
The Vietnam Trade Union Organization innovates thinking and operating methods in the direction of taking union members and workers as the center, strongly focusing on grassroots levels, and closely following the reality of labor relations.
The role of representing, caring for, and protecting workers has been enhanced; more than 85% of workers in enterprises and units with trade union organizations are covered by collective labor agreements.
Always taking union members and workers as the center
The practice of implementing Resolution No. 02-NQ/TW shows that the leadership and direction of the Party Committee is a decisive factor in political orientation, creating a basis for institutions, policies and resources for the Trade Union to perform its functions and tasks.
Another important factor is to take union members and workers as the center, taking the grassroots level as a key area to innovate the content and methods of trade union activities. Reality has shown that trade union activities are only truly effective when they originate from the needs and practical benefits of workers, proactively grasp their thoughts and aspirations, focus on solving issues of employment, income, working conditions, housing, and social welfare. Sticking closely to the grassroots level, maintaining dialogue, listening to and promptly resolving legitimate recommendations not only strengthens the trust and attachment of workers but also enhances the capacity to represent, care for, protect and prevent disputes, contributing to building harmonious, stable, and progressive labor relations. Trade unions proactively innovate organizations, operating methods and improve implementation capacity.
