When Trade Union officials directly go to the grassroots level, exchange specifics, and correctly answer the issues that businesses and workers are concerned about, the mobilization work will be more convenient.
From that reality, the Trade Union of Tu Liem Ward determines that firmly grasping the area, grasping businesses, and grasping the situation of workers is a consistent requirement.
The Standing Committee and the Standing Committee of the Ward Trade Union assign Executive Committee members to be in charge of each group of businesses and area, proactively grasp the situation, propagate and mobilize the establishment of grassroots trade unions, and develop union members.
For units with many workers but few union members, trade union officials directly guide and clarify their rights when participating in the Trade Union organization, and coordinate with businesses to mobilize workers.
Similarly, Kim Lien Ward Trade Union identified non-state-owned enterprises, especially enterprises with 20 or more employees, as a key group that needs to be focused on reviewing and mobilizing.
Mr. Nguyen Van Quang - Chairman of Kim Lien Ward Trade Union - said that the Ward Trade Union surveys and reviews the area, approaches businesses and workers to propagate, mobilize, and guide the establishment of Trade Union organizations. The implementation is carried out through many channels such as reviewing business data, coordinating with the government, Fatherland Front, directly approaching businesses and combining legal propaganda, care, and welfare.
For businesses with 20 or more employees, the Ward Trade Union prioritizes classification according to scale, field of operation, labor relations and the possibility of establishing grassroots trade unions.
For FDI enterprises, propaganda work is adjusted appropriately, focusing on clarifying the role of the Trade Union in representing, caring for, and protecting workers' rights and building harmonious labor relations.
In 2026, Kim Lien Ward Trade Union is assigned to establish 6 grassroots trade unions, of which the target for establishing grassroots trade unions at enterprises with 20 or more union members is 3 units and the target according to Article 17 is 2 units.
As of August 20, the Ward Trade Union has established 36 grassroots trade unions/06 grassroots trade unions assigned, reaching 600% of the target. In which, the establishment of Trade Unions according to Charter 17 reached 08/02 grassroots trade unions, exceeding 400%; developed 1,836/1,500 union members, reaching 122.3% of the target.
Strive for 85% of enterprises with 20 or more employees to establish grassroots trade unions
At the conference to review the work of developing union members and establishing grassroots trade unions in September 2026 on September 16, Mr. Nguyen Van Thang - Chairman of the Hanoi Labor Federation - requested trade union levels to continue to focus on developing union members and establishing grassroots trade unions; proactively coordinate with Party committees, authorities, and professional departments to implement tasks.
In the last months of 2026, the Steering Committee for developing union members and establishing grassroots trade unions of the city will continue to direct drastically, strengthen urging and guiding units, striving for 100% of enterprises with 100 or more employees, especially FDI enterprises, to establish grassroots trade unions; 85% of enterprises with 20 or more employees have grassroots trade unions.
Along with developing the number of union members, the Hanoi Labor Federation focuses on improving the quality of Trade Union activities through fostering and updating knowledge and skills for Trade Union officials, especially grassroots Trade Union officials outside the state sector.
