Many targets achieved and exceeded
In the period of 2023-2025, Hai Phong City's socio-economic situation will continue to make a strong breakthrough, affirming its position as the growth center of the Northern Coastal region. In 2025, after merging with Hai Duong, the city's economy will maintain impressive growth momentum, estimated at 11.8%.
The Hai Phong City Labor Federation is currently managing 2,840 grassroots trade unions (CDCS), with a total of 641,625 workers and 615,955 union members, achieving an coverage rate of over 96.3%. The grassroots trade union organizations are distributed in 114 communes, wards, special zones and industrial parks (IPs) in the area. Currently, over 312,000 employees are working in clusters and industrial parks in the city.
The total average income of workers in the city is about 8.7 - 9.0 million VND/month.
The city's trade unions at all levels have made efforts to implement many practical programs and activities, closely following 8 annual targets, 9 targets until the end of the term and 3 breakthroughs. To date, many important targets have been achieved and exceeded, creating a clear mark in trade union activities.
Impressive numbers
Program "Promoting the development of union members, establishing grassroots unions in non-state enterprises by 2028, with a vision to 2033": In the period of 2023 - 2025, Hai Phong Trade Unions at all levels have developed 660 new grassroots unions, 193,635 union members, effectively increasing 93,595 union members, reaching 44.5% of the term plan. This is an impressive number, contributing to making Hai Phong one of the leading localities in the country, awarded the only Excellent Emulation Flag in 2024 by the Vietnam General Confederation of Labor.
Party development work achieved positive results: 11,363 outstanding union members were introduced, 8,089 people were admitted, and 22 training classes were opened for 1,470 employees.
100% of administrative agencies, units and 85% of non-public enterprises implement democratic regulations; organize over 1,400 dialogues. To date, the whole city has 1,682 valid collective labor agreements, over 70% of which are of type B or higher. Organized 124 legal dissemination programs for 22,000 union members and 54 training courses for over 20,000 union officials. Especially during the term, the care work has many new points, notably with a total budget of nearly 200 billion VND for 314,609 employees in difficult circumstances to benefit.
The work of caring for, ensuring welfare, maintaining jobs, improving living and working conditions of union members and employees has been carried out comprehensively and flexibly. At the Tet Sum vay program, the Hai Phong City Labor Federation presented nearly 185,000 gifts with a total value of 73.4 billion VND, supported 1,378 train tickets to take workers home to celebrate Tet; the Hai Duong Provincial Labor Federation presented 156,542 gifts worth over 47.2 billion VND; organized 14 "Tet Sum vay" points, supported 1,530 bus tickets; coordinated the donation of 110,000 books and scholarships to workers' children. In the 2023-2025 period, 448 Trade Union Shelters have been supported to be repaired with a total cost of more than 25.3 billion VND; emergency support for 2,317 cases of workers with serious illnesses, natural disasters, and accidents with a total amount of 11.4 billion VND, giving gifts to all union members who are children of war invalids and martyrs...
On the digital platform, the Huong Cong - Hai Phong Trade Union application allows union members to borrow capital urgently at an interest rate of 0.55% and disburse in just 8 hours, becoming a "lifeline" to help hundreds of families overcome difficult times and avoid falling into illegal credit.
The "Union member welfare" program continues to expand, more than 500 businesses and units have signed cooperation agreements, bringing many practical incentives in shopping, medical examination and treatment, learning, and entertainment for more than 348,000 union members enjoying preferential policies from cooperation agreements; the number of union members with smartphones installing and using the " Huong Cong - Hai Phong Trade Union" App with 45,000 people, showing an important step forward in the digital transformation of trade unions.
Thousands of initiatives and improvements are implemented
Patriotic emulation movements continue to be widely launched and have widespread influence such as: "Good workers, Creative workers", "Green - clean - beautiful, ensuring occupational safety and hygiene", creative innovation movements, "Good at public work, good at housework"...
In Hai Phong, the "Good workers, Creative workers" movement attracted over 85,000 employees to participate and register for 6,759 initiatives, of which thousands of initiatives were applied to production and business practices. The city has organized the installation of signs for 115 works and products to celebrate important events, including 37 city-level works. In particular, 412 topics and initiatives were recognized by the Vietnam General Confederation of Labor with the Certificate of "Creative Labor".
In Hai Duong, the whole province has organized 1,086 campaigns and emulation movements with the participation of over 100,000 workers. The "Good workers, Creative workers" movement alone recorded more than 12,000 initiatives and technical improvements applied, bringing in a profit of tens of billions of VND. There are 185 typical works and products with signs celebrating major holidays, of which 75 are provincial-level works. In particular, 156 collectives and 274 individuals were awarded for their outstanding achievements in the emulation movement, creating a widespread influence in the community.
The merger of the Trade Union organizations of Hai Phong - Hai Duong localities is an important step for the City Trade Union to develop comprehensively, improving the scale, quality and efficiency of operations.
Aiming to be a reliable address for workers
The 2025-2030 term takes place in the context of our country continuing to promote innovation, industrialization, modernization and extensive international integration. In that context, Hai Phong - after merging with Hai Duong - became an urban area with a population of more than 4.6 million people, the third largest economy in the country, gathering all conditions to rise to become one of the leading growth poles, industrial center, seaport, national logistics and modern coastal urban area.
The goal of the Hai Phong City Trade Union in the 2025-2030 term is to continue to contribute to building a strong and comprehensive Vietnam Trade Union, worthy of being the only representative of workers at the national level in labor relations and international relations with trade unions.
The goal in the coming term of the Hai Phong City Labor Federation is: Newly developing 80,000 - 100,000 union members; Establishing 400 - 450 grassroots unions; Introduce 7,000 - 8,000 outstanding union members for the Party to consider, train and admit; 90% or more union members and employees are propagandized and studied the policies and guidelines of the Party and State laws; 70% of workers are trained to improve their qualifications and professional skills; 75% of workers participate in life skills courses; 65% of workers are disseminated knowledge of information technology and digital technology; 100% of enterprises have grassroots unions organizing periodic dialogues and emergency dialogues when necessary; 85% of enterprises have grassroots unions organizing negotiations and signing collective labor agreements; At least 350,000 union members and employees are entitled to receive benefits; support union members, repair and repair new houses for union members with difficulties... At least 120-150 workers in the home district.
