Nearly half of workers are seasonal
Hilex Company Limited (Japan Industrial Park - Hai Phong) specializes in the production of control cables for cars and motorbikes. Currently, the company has a total of 850 employees, of which seasonal workers (rented) account for nearly half.
The company's human resources representative said that with more than 400 seasonal workers, the company had to find 4 suppliers, including those that have cooperated since 2011.
Similarly, at Am Tran Vietnam Technology Co., Ltd. (VSIP Industrial Park), the number of hired workers is 593/4,000, accounting for about 15%. This number of seasonal workers comes from 4 units, enjoy all benefits as official workers, but do not join the union. On the 15th and 26th of each month, the company creates conditions for seasonal workers to transfer to official labor if they wish, but this number is not much.
Horn Company Limited (An Duong Industrial Park) currently has to re- hire workers from 6 suppliers. According to the company's human resources representative, recruitment is difficult, although many forms of recruitment are used, the number of workers still does not meet the company's production needs. Therefore, the company is required to employ workers and pay all regimes as official workers.
Although there are currently nearly 10,000 employees, Pegatron Vietnam Technology Co., Ltd. is still in need of a large number of additional workers to serve production. Due to the difficult recruitment and scarce labor resources, the company is researching labor leasing services for use in the coming time.
According to the assessment of the Trade Union of the Industrial Park of the Hai Phong City Labor Federation, many enterprises in the industrial park are currently lacking labor, especially unskilled laborers. Enterprises continuously recruit and offer incentives to attract workers, however, the number of applications still does not meet demand, leading to enterprises having to resort to labor leasing services to ensure production and business progress.
Many benefits of employees are left open
seasonal workers are contributing as official workers but have not participated in the Trade Union organization, a percentage have not participated in social insurance. Representatives of enterprises said that because they are hired by workers, it is difficult for the company to control whether employees are paid the correct salary and social insurance.
In fact, many workers report to businesses that labor providers do not pay social insurance for them, leading to many benefits being affected.
Not to mention, seasonal workers' salaries will change depending on the order, so businesses spend a lot of training costs. A business shared that recently, the company needed 300 seasonal workers for 3 months for year-end export orders, but it took them 1 month to train workers.
Recently, through a working session with enterprises using labor leasing services, Mr. Nguyen Van Phiet - Vice Chairman of the Hai Phong City Labor Federation - requested the Trade Union Working Committee to record and synthesize the opinions of the units to study and propose timely support plans. Trade unions at all levels coordinate with enterprises to widely inform about labor attraction policies and labor recruitment needs. Above all, it is recommended that businesses gradually improve policies and regimes to both retain on-site workers and attract workers. Thereby, creating high-quality human resources for businesses, increasing stability in production.
Trade unions at all levels continue to grasp and review to propagate and develop union members in seasonal and sublease labor forces, striving to complete the union member development target in 2025.
