Exceeding the target of developing union members, establishing grassroots trade unions
The Hai Phong City Labor Federation (LĐLĐ) currently manages 3,142 grassroots trade unions with 658,521 workers and 648,940 union members. In the first 8 months of 2026, trade union levels in the city newly established 697 grassroots trade unions, achieving the highest results ever. This result reached 464.7% of the target assigned by the City Party Committee (697/150 grassroots trade unions) and 331.9% of the target assigned by the City Labor Federation (697/210 grassroots trade unions). The above results demonstrate the determination in direction and administration, resource exploitation capacity and the proactiveness of trade union levels in expanding organization and gathering workers.
Regarding union member development, in 8 months, trade union levels have admitted 59,878 new union members. Of which, 30,833 union members were admitted at 697 newly established grassroots trade unions; 29,045 union members were admitted at operating grassroots trade unions. Except for the number of union members reduced due to enterprise dissolution, production reduction, employees resigning, transferring jobs, being cut down on labor or transferring trade union activities, the number of union members actually developed increased to 42,468 people, equivalent to 132.7% of the target assigned by the City Party Committee, 101.1% of the target assigned by the Vietnam General Confederation of Labour and 70.8% of the target set by the City Labor Federation in 2026 (60,000 union members).
Update on the "landscape map for union member development
According to Mr. Nguyen Van Phiet - Vice Chairman of Hai Phong City Labor Federation, with the goal of covering grassroots trade unions in enterprises that meet the conditions, the City Labor Federation has proactively reviewed labor sources through comparing union member management data with data from the Social Insurance agency. Through initial review, the source of union member development is concentrated in enterprises with 20 or more employees but have not established trade union organizations and enterprises with trade union funds but have not established grassroots trade unions, estimated at about 90,000 people. This is identified as a highly feasible source of development.
The City Labor Federation will continue to classify according to labor scale, occupations, areas, production and business situation and readiness to establish Trade Union organizations to have appropriate approaches. Along with that, continue to coordinate with the City Social Insurance and relevant agencies to review, update, and supplement sources into the "map of room for union member development".
In the last 4 months of 2026, the City Labor Federation strives to develop an average of about 5,844 union members/month, striving to complete the target of developing an average of 60,000 union members before November 30, 2026 to create room to continue consolidating the results in December.
Along with that, Hai Phong City Labor Federation also plans to implement the combined grassroots trade union model in micro enterprises (under 5 workers). Each combined grassroots trade union strives to have 50 or more workers; in the immediate future, each Commune, Ward, and Special Zone Trade Union should establish at least one combined grassroots trade union. The model is expected to be implemented in September, October, and November 2026 to evaluate and draw experience for the next phase of implementation.
