The Congress took place in the spirit of Solidarity - Democracy - Discipline - Innovation - Development.
Attending and directing the Congress were Mr. and Mrs. Nguyen Thi Thu Thuy - Vice President of the Hanoi City Labor Federation; Le Minh Duc - Party Committee Secretary, Chairman of the People's Council of Thach That Commune, and representatives of the Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Thach That, Ha Bang, and Phu Cat communes.
In his opening speech, Mr. Khuat Van Nhan - Chairman of the Thach That Commune Trade Union emphasized: "The Assembly has an important task of assessing the situation of workers, civil servants, laborers and trade union activities in the area after implementing the two-level government model; at the same time, determining the direction, tasks and solutions for the 2025 - 2030 term to promote the role of representation and care for union members and laborers".
Established on September 29, 2025, the Thach That Commune Trade Union is currently managing 34 grassroots trade unions with more than 1,500 union members, spread across 3 communes: Thach That, Ha Bang and Phu Cat. This is an area with a mix of agriculture, industry, handicrafts and services.
Entering the first term, the Executive Committee of the Thach That Commune Trade Union has identified the general goal of building a strong Trade Union organization, comprehensively innovating the content and methods of operation, improving the capacity to represent, care for, and protect the legitimate and legal rights and interests of workers.
The first Congress, term 2025 - 2030, Commune Trade Unions set many specific, practical and feasible targets: Every year, over 90% of union members and workers are able to study and grasp the Party's Directives and Resolutions, the State's laws and policies and the Resolutions of Trade Unions at all levels; 85% of enterprises with trade unions implement negotiations, signing and supervision of Collective Labor Agreements; 100% of grassroots trade union officials are trained and trained in skills and professional skills; strive to have 100% of meeting documents digitized by the end of the term, towards the "no documents" working model. Every year, the Commune Trade Union and 75% of the affiliated grassroots Trade Unions achieve the title of completing well and excellently the task.
The three key breakthroughs identified by the Congress include: Building a team of strong, intellectual, dedicated and creative union officials who are able to adapt quickly to new requirements and effectively apply digital transformation in work; Promoting dialogue, collective bargaining, focusing on employment, wages, safety and hygiene; Strengthening the gathering and mobilization of workers to join the union organization, building the Thach That commune union to truly be a reliable support for workers.
Speaking at the Congress, Ms. Nguyen Thi Thu Thuy - Vice President of the Hanoi City Labor Federation acknowledged and highly appreciated the proactive and creative spirit of the Thach That Commune Labor Union in the process of preparing and organizing the Congress.
The Vice Chairman of the City Labor Federation suggested that the Commune Labor Union should innovate more strongly, be flexible in approaches and organization of activities, increase the application of information technology, digital transformation to improve management and operation efficiency. In addition, it is necessary to focus on developing union members, strengthening the grassroots union organization, considering this a key and regular task to build a strong organization.
Each union cadre needs to be a companion, a dedicated representative and also an inspiration for innovation in the collective of workers - Ms. Nguyen Thi Thu Thuy emphasized.
The leaders of the City Labor Federation also noted that immediately after the Congress, the Commune Labor Union needs to promptly implement an action program to implement the Congress Resolution, in conjunction with the Resolution of the Commune Party Congress and direct grassroots unions to organize the Congress for the 2025-2030 term according to the decentralization of the City Labor Federation, ensuring unity, science and efficiency.
At the Congress, delegates heard the announcement of the Decision to appoint the Executive Committee, Standing Committee, Inspection Committee and the positions of Trade Union officials of Thach That commune for the first time, term 2025 - 2030.
Accordingly, Mr. Khuat Van Nhan was appointed as Chairman. The Congress also announced the Decision to appoint official delegates to attend the 18th Hanoi City Trade Union Congress, term 2025 - 2030.
