Elderly workers worried
Since quitting his job at Hoang Sinh Import-Export Joint Stock Company (Hoang Sinh Company, Binh Duong ward, Ho Chi Minh City), Mr. Nguyen Van Minh (born in 1965, from Vinh Long province) has had to stay with his daughter to work as a security guard. Mr. Minh shared that, to date, Hoang Sinh Company still owes him salary and social insurance contributions.
I am old, but I have only paid social insurance for nearly 9 years. Hoang Sinh Company not only owes me 4 months of salary but also owes me 13 months of social insurance contributions. If the company continues to extend the period of social insurance debt for employees, I am very worried that my rights will be affected. I am old, I don't know how long I can continue to work and pay social insurance. I am afraid that when I work hard but have no pension, I don't know where to rely on" - Mr. Nguyen Van Minh confided.
Similarly, Ms. Ha Thi Huong (53 years old, from Ninh Binh) was also owed 3 months' salary by the above enterprise and owed social insurance for more than 1 year.
Since Hoang Sinh Company owed salaries and stopped operating, I have had to do many jobs to earn a living in Ho Chi Minh City. Work and income are precarious, and my health is getting weaker and weaker, which makes me very worried. I hope the authorities will intervene and force Hoang Sinh Company to pay salaries and social insurance for the remaining months for us" - Ms. Huong expressed.
Mr. Vo Hoang Ut Anh (52 years old, from An Giang) faces many difficulties in life due to being owed salaries and social insurance by Hoang Sinh Company. Currently, he is renting a room to live in a room of only about 10m2 in Hoa Loi ward to wait for the above business to pay salaries. "Hoang Sinh Company owes salaries for 3 consecutive months, I have to borrow money to live. Although I have worked at another company, life is still very hard. I have to save money to live in Ho Chi Minh City" - Mr. Vo Hoang Ut Anh reflected.
The Procuracy receives the file
To protect the rights of employees, Ho Chi Minh City Social Insurance said that Binh Duong grassroots Social Insurance has proactively confirmed and closed social insurance books for 837 workers at Hoang Sinh Company. Thereby, creating conditions for employees to continue to participate in paying social insurance and health insurance at new units or enjoying unemployment benefits when they meet the conditions. Currently, there are still 454 cases being urged for social insurance agencies to close additional books.
Regarding Hoang Sinh Company's social insurance debt, according to Ho Chi Minh City Social Insurance, as of July 2026, this enterprise only deducted and paid social insurance until March 2023. From January 2026, this enterprise has reduced all employees, the total amount of late payment to date is 33.8 billion VND, of which late payment interest is 5.7 billion VND.
Binh Duong grassroots social insurance has applied many measures from urging and administrative handling to inter-sectoral coordination to require this enterprise to pay social insurance for employees. In which, such as social insurance coordinating with specialized inspection agencies, then the old Binh Duong Provincial People's Committee issued a decision to sanction the debt of salaries and social insurance of this enterprise. The social insurance agency 7 times issued documents urging and recovering late payments sent to this company. Next, Binh Duong grassroots social insurance coordinated with agencies to make records on social insurance contributions. The enterprise proposed a payment plan and commitment, but then did not implement the commitment correctly.
Most recently, Binh Duong Grassroots Social Insurance invited representatives of Hoang Sinh Company to work inter-sectorally. The working session was attended by Binh Duong Grassroots Social Insurance, People's Procuracy of Area 15, Binh Duong Ward Police, Grassroots Tax Department 25. However, business representatives did not attend and did not notify the reason for absence in writing.
Implementing the coordination regulations, Binh Duong grassroots social insurance has handed over all relevant dossiers of the enterprise to the People's Procuracy of Region 15 for consideration and lawsuit, protecting the legitimate interests of the collective of employees.
