The Standing Committee of the Hanoi City Party Committee has just issued directives on focusing on reviewing and resolving problems in the issuance of land use right certificates and ownership of assets attached to land (pink books) at apartment projects in the city.
According to the assessment of the Hanoi City Party Committee, in the past time, the work of issuing pink books to organizations and individuals at commercial apartment projects and social housing in the area has achieved certain results.
However, through monitoring, grasping public opinion information and press reflections, the situation of overdue debts and slow issuance of pink books at many apartment projects is still complicated and prolonged.
Notably, some projects are delayed in issuing pink books for 5 to 10 years, leading to mass complaints and prolonged banners, affecting security and order.
To solve the above situation, and at the same time proactively prevent and prevent the risk of arising "hot spots" on security and order, the Standing Committee of the City Party Committee requested the city to comprehensively review the results of the work of issuing land use right certificates and ownership of assets attached to land at apartment projects in the area.
Based on the review results, have solutions to definitively resolve the situation of outstanding debts, and accelerate the progress of issuing certificates for projects that have met the conditions.
For projects that still have problems, functional agencies must focus on solving them, developing specific plans for each project, ensuring the legitimate rights and interests of relevant parties, first of all the rights of the people.
The Standing Committee of the City Party Committee requests that the results of the above tasks must be reported in September 2026.
