A series of social housing projects are stuck
According to the investigation of Lao Dong reporter, there are currently 3 social housing projects being implemented in Ninh Binh province, however, the progress of the projects is still slow, most of these projects are only at the site clearance stage.
Typically, the Social Housing Project for low-income people in Ninh Phong ward, (Hoa Lu city) has a scale of 13,460m2 with 335 apartments for low-income people. The project has been under construction since 2020 and will be completed and put into use in 2023. However, up to this point, the investor, Truong Thang Construction Investment and Trading Company Limited, has only completed the site clearance work and is preparing a dossier to request land allocation.
Similarly, the Social Housing Project is allocated from the 20% land fund of the Northern New Urban Area project, (sub-area IX, in Ninh Nhat commune and Ninh My ward, Hoa Lu city) with a scale of 28,988m2, including 434 apartments for low-income people. The project implementation period is 60 months.
However, from 2019 to now, the investor, KOSY Joint Stock Company, has basically completed the site clearance work and is preparing a dossier to request land allocation. Meanwhile, the project completion and putting into use is in 2024.
The Gian Khau Industrial Park Housing and Workers' Service Project (belonging to Gia Vien District) has a scale of 40,000m2 with 2,018 social housing apartments in apartment form and 94 social housing apartments in townhouse form, which has been implemented since 2017, but has only stopped at the site clearance and calling for investors.
In Hoa Lu City, Tam Diep City has arranged social housing projects under the 20% land fund in commercial housing projects to meet the housing needs of low-income people. However, up to now, no project has been started.
Mr. Chu Duc Long - Director of the Department of Construction of Ninh Binh province - said that in the period of 2023 - 2025, Ninh Binh province strives to complete about 271,800m2 of social housing floors, including about 197,351m2 of completed floors from social housing projects under construction and 74,450m2 of completed floors from social housing projects calling for new investment and development.
Workers hope to soon have access to social housing
Ninh Binh currently has 32 industrial parks and clusters with more than 200,000 workers, mainly workers from other provinces, so the demand for housing is very high. However, businesses here do not have housing for workers, causing them to rent accommodation outside.
Ms. Doan Thi Thu Giang, Chairwoman of the Trade Union of MCNEX VINA Company Limited (Phuc Son Industrial Park, Hoa Lu City) - said that through the survey, it was shown that hundreds of employees at the Company have a need for social housing and are very eager to buy or rent a house with social, cultural and sports facilities to go to work conveniently and improve their spiritual life.
Mr. Dao Minh Duc, Chairman of the Trade Union of Samse Vina Co., Ltd. (Cau Yen Industrial Cluster, Hoa Lu City) shared that currently, most workers in industrial parks and clusters are renting houses. To save on expenses, these workers rent rooms near their workplaces and they all have to choose to live together in private boarding houses around industrial parks and clusters.
Most of the temporary rental houses, cramped, damp space, and frequent shortages of electricity and water. The problem of housing for workers is a difficult problem in many industrial parks and clusters in Ninh Binh province. Meanwhile, when asked about housing needs, workers all expressed their desire to soon access social housing and affordable housing.
Currently, land prices in districts and cities in Ninh Binh province have increased very high, while the average income of workers is still low. They have to save 20-30 years to be able to buy a plot of land. If we continue to sell plots, buyers are mainly speculators, and if workers really have a need, it will be very difficult to access them" - Mr. Duc shared.
