In the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of social housing (NOXH), the Ministry of Construction said that caring for and solving housing for people has always been of interest to our Party and State and identified as a key task in the socio-economic development of the country.
In particular, promoting the development of social housing to solve the housing needs of low-income people and workers in industrial parks.
According to the synthesis of reports from localities, in the period from 2021 to present, 657 social housing projects have been implemented nationwide with a scale of 597,152 units.
Of which: 103 projects have been completed with a scale of 66,755 units; 140 projects have started construction with a scale of 124,352 units; 414 projects have been approved for investment with a scale of 406,045 units.
Although some important results have been achieved, the development of social housing still has some shortcomings and limitations.
Speaking at the seminar "Solutions to ensure at least 1 million social housing units" organized by Nong Thon Ngay Newspaper on April 1, Mr. Le Van Binh - Deputy Director of the Department of Land Management (Ministry of Agriculture and Environment) - said that the biggest problem in developing social housing is policies and implementing policies.
Regarding policy, according to Mr. Binh, the 2013 Land Law and the 2014 Housing Law are still inadequate. According to the 2013 Land Law, the land fund for social housing does not have to be auctioned, only land is allocated, but the 2014 Housing Law stipulates that bidding must be conducted, which takes time and time.
The second problem that exists in the policy is planning, due to State regulations on social housing. Land funds for social housing were previously passive.
"The central government has introduced land use planning, localities have targets and based on that, it stipulates how much is the land fund for social housing development" - Mr. Binh said and added that in the new laws, the State has given localities more initiative in land planning for social housing.
Meanwhile, also related to social housing, Dr. Can Van Luc - Member of the National Financial and Monetary Policy Advisory Council - said that there are some problems in the content on social housing development that have been compiled and reported to the Prime Minister.
According to Mr. Luc, for a long time, we have considered social housing as a charity, it is possible to do it well, and it is not possible to do it well. However, this view has been changed.
As for supply, in fact, the supply for the middle and low-income segments is still scarce. When there is a shortage of supply, prices are pushed up.
"Regarding the granting of approval to investors and bidding. Recently, when the Prime Minister met with large enterprises on social housing, he discussed and studied the bidding options. This is the problem that needs to be resolved" - Mr. Luc emphasized.
