According to the provisions of Clause 2, Article 38 of Decree 100/2024/ND-CP, people with disabilities are eligible to be given priority to buy, rent, or lease-purchase social housing without having to draw a certain quota.
In case the project has priority subjects as prescribed in Point d, Clause 1, Article 79 of the Housing Law, it is given priority to buy, rent, and rent social housing without having to draw a certain ratio. The number of apartments (houses) for these priority groups (not through drawing) is determined by the ratio between the total number of records of these 5 priority groups on the total number of registration records multiplied by the total number of apartments (houses) for social housing of the project.
The list of priority groups is arranged in order according to the time of application submission. Apartments for priority subjects are arranged in order of the Priority List until they are sold out, the remaining subjects will continue to participate in the draw.
It can be seen that people with disabilities and people with revolutionary contributions are given priority to buy, rent, and lease-purchase social housing without having to draw a certain percentage.
The number of apartments (houses) for these priority subjects (not through drawing) is determined by the ratio between the total number of records of the 5 priority groups on the total number of registration records multiplied by the total number of apartments (houses) for social housing of the project.
The list of priority groups is arranged in order according to the time of application submission. Apartments for priority subjects are arranged in order of priority list until sold out, the remaining subjects are allowed to continue participating in the draw.
Currently, according to Article 79 of the Housing Law 2023, there are 5 groups of subjects given priority to buy social housing in addition to 12 subjects eligible to buy social housing, including:
- People with revolutionary contributions
- Relatives of martyrs
- People with disabilities
- People arranged for resettlement in the form of buying or leasing social housing
- Women
In case many people meet the standards and conditions for buying social housing, the investor will consider approving according to the above priority order.
