Social insurance deducted but not paid
Ms. Nguyen Thi Thi (residing in Chau Thanh district, Tien Giang province) said that she used to work at Chau Au Joint Stock Company (My Tho Industrial Park, My Tho city, Tien Giang province). After quitting her job, checking on VssID, Ms. Thi discovered that the company owed her social insurance for 1 year and 9 months.
“Every month, the company deducts social insurance (SI), health insurance (HI) and unemployment insurance (UI) from employees but does not pay them to the social insurance agency.
At the voter contact conference, I proposed to the National Assembly Delegation of Tien Giang province to supervise and requested the Provincial People's Committee to handle this issue to ensure the rights of workers" - Ms. Thi said indignantly.
Similarly, Mr. Trang Hoa Phuoc (from Soc Trang province) said that through checking on VssID, Chau Au Joint Stock Company still owes him social insurance, health insurance, and unemployment insurance for 1 year and 11 months.
Through Lao Dong Newspaper, Mr. Phuoc hopes that the National Assembly Delegation of Tien Giang province will listen to the opinions of workers; at the same time, monitor and recommend to the People's Committee of Tien Giang province to handle enterprises that owe social insurance to workers.
Request to transfer the file to the police agency
According to Report No. 1363 of Tien Giang Provincial Social Insurance, as of August 31, 2024, the total amount of late payment of social insurance, health insurance, and unemployment insurance was VND 258,586 billion. Of which, the whole province had 1,400 units late in paying social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance (TNLD-BNN) from 1 to 6 months, with a total amount of VND 66,255 billion; 231 units were late in paying for more than 6 months with the amount of social insurance, health insurance, and unemployment insurance of VND 76,250 billion.
Units with large amounts of late payment continue to pay late and have not coordinated with the Social Insurance agency to pay the late payment amount, such as: Chau Au Joint Stock Company (18.516 billion VND), Chau A Company Limited (6.756 billion VND), Hung Vuong Joint Stock Company (6.692 billion VND), Hung Vuong MASCATO Company Limited (5.063 billion VND), Thien Ha Seafood Company Limited (4.004 billion VND), Phan Thai Tuan Production-Trade-Service Company Limited (3.656 billion VND)... The late payment amount of these units accounts for over 29% of the total late payment amount in the province (11 units have late payment amount of over 1 billion VND).
According to the investigation of Lao Dong Newspaper reporters, on July 1, 2024, Tien Giang Provincial Social Insurance coordinated with relevant provincial departments, branches and sectors to organize a working session with representatives of Chau Au Joint Stock Company.
Here, Ms. Duong Hong Yen - representative of Chau Au Joint Stock Company - said that for 201 cases of employees who quit their jobs, the company would like to gradually transfer the payment in many installments, each installment will close the social insurance payment time for about 20 to 30 people so as not to affect the rights of employees.
Mr. Nguyen Trung Hieu - Deputy Head of Economic Security Department, Tien Giang Provincial Police - said that Tien Giang Provincial Social Insurance has basically carried out inspection steps and issued decisions to sanction administrative violations... However, the part of money collected from employees but not yet paid is a violation of the law.
Mr. Hieu requested the Tien Giang Provincial Social Insurance to collect the steps taken and report to the Tien Giang Provincial People's Committee. At the same time, transfer the file to the Provincial Police Department to serve as a basis for the next steps.
Previously, on May 7, 2024, the Tien Giang Provincial Federation of Labor organized a specialized meeting between the National Assembly Delegation and workers. Here, workers made recommendations to the Tien Giang Provincial Delegation of National Assembly Delegation on handling businesses that evade, delay, or owe social insurance for employees.
