Workers wait months for work
Lao Dong Newspaper received a petition from the collective of officials and employees of Hai Duong Transport Enterprise (Le Thanh Nghi ward, Hai Phong city) reflecting on the fact that many workers had to temporarily quit their jobs for a long time after the unit temporarily suspended operations.
According to the petition, from January 1, 2026, all direct workers of the enterprise are informed of temporary unpaid leave, no social insurance and health insurance contributions until they have returned to work. After more than two months of waiting, workers wish to return to work or have a rotating arrangement plan to maintain income and ensure insurance contributions.
Workers said that they have proposed dividing labor into two groups, each group working for half a month so that everyone has the opportunity to pay insurance and maintain work. However, this plan was not approved.
By March 2026, the enterprise issued a notice to retain 61 employees, while the remaining 58 workers continued to take temporary leave. What makes many workers concerned is the basis for selecting people to continue working, because according to them, many people who quit work still always complete their tasks and do not violate discipline.
Mr. Nguyen Tien Trinh, a contract worker with more than 30 years of attachment to the enterprise, informed that before merging, the unit operated under the ordering mechanism of the old Hai Duong City. After the model changed, the work source was almost gone, the enterprise announced a temporary suspension of operations from December 31, 2025, but there was no support regime for employees.
According to Mr. Trinh, it is now June, but many workers have not received specific information about when they can return to work. What they want is a clear plan to stabilize their lives and ensure long-term rights.
Trade union strives to find solutions
Discussing this issue, Mr. Nguyen Xuan Phong - Chairman of the Trade Union of Hai Duong Transport Enterprise - said that after changing the management model, the unit is no longer assigned to perform the same workload as before but must participate in bidding to have jobs.
According to Mr. Phong, the current workload is very limited, so it is not enough to arrange all workers. The Trade Union has met and exchanged with workers many times to inform them about the actual situation, and at the same time introduced some workers to other units that have recruitment needs. However, the number of people transferring to work at new units is not large.
Leaders of the grassroots Trade Union also shared that the unit's financial resources have ended according to the old order cycle from the end of 2025, so there are no more funds to support workers in addition to waiting for new orders.
Meanwhile, Ms. Nguyen Thi Ngan - Chairwoman of the Trade Union of Le Thanh Nghi ward - informed that the local Trade Union has reported the entire incident to the Hai Phong City Labor Federation and relevant agencies to find support solutions.
According to Ms. Ngan, due to the current workload being too small, the enterprise is forced to streamline labor to suit the actual production. The Trade Union has coordinated to propose support for some workers in difficult circumstances, of which 40 cases received support, each amounting to 2 million VND. However, according to Ms. Ngan, support also faces many difficulties because the financial resources of the enterprise are no longer available, while the current mechanism does not have solutions to maintain jobs for all workers.
Faced with this situation, many workers really hope that functional agencies and management units will soon have solutions to remove obstacles so that they have the opportunity to return to work and stabilize their lives after many months of waiting.
