Vietnam Social Security is one of four ministries and sectors that have implemented digital transformation very well.

On the morning of August 31, in Da Nang, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired a national online conference on improving the efficiency of providing and using online public services, with the goal of bringing the implementation of online public services to a new stage - in-depth development.

According to the report of the Ministry of Information and Communications at the conference, Vietnam Social Security is one of four ministries and sectors that have implemented digital transformation very well with 100% of public services online throughout the process.

Presenting at the Conference, General Director of Vietnam Social Security Nguyen The Manh emphasized that Vietnam Social Security always identifies digital transformation as an important task of the industry to increasingly create more utilities and better serve people and businesses.

With the motto of action "taking people's satisfaction as a measure of service" so that people and businesses can enjoy the results of digital transformation, the Vietnam Social Security industry has resolutely, synchronously and effectively implemented tasks and solutions in all fields, striving to achieve the highest level of the set goals.

Some outstanding results of Vietnam Social Security in digital transformation in the field of public service provision of the industry are that the database of Vietnam Social Security has authenticated more than 98.2 million demographic information, of which about 87.9 million people are participating and benefiting from social insurance, health insurance, and unemployment insurance, accounting for 98.2% of the total number of participants (excluding armed forces and military relatives) with the national population database.

100% of the industry's business processes are performed in an electronic environment, and the results are fully digitized. Business processes are thoroughly restructured to simplify the file components and shorten the time to handle administrative procedures.

By 2024, Vietnam Social Security has reduced from 115 administrative procedures to 25 administrative procedures (a reduction of 78%). The number of hours spent performing administrative procedures has decreased by 86%. The entire Vietnam Social Security industry has nearly 30 information technology (IT) application systems to manage business processes, with more than 20,000 accounts in the industry regularly accessing, exploiting and using to perform the industry's operations, thereby allowing people to transact with the Social Security agency 24/7 in the fastest, most reformed and convenient way.

100% of public services are provided online, of which 100% of eligible public services are provided at the level of full-process online public services. Currently, there are about 621 thousand organizations, enterprises, and employers transacting electronically with the Social Security agency through public service portals. 100% of people with level 2 identification accounts (VNeID) can perform online public services of the Vietnam Social Security sector. Currently, there are about 13 thousand medical facilities connecting and communicating directly with the Vietnam Social Security to perform public services to pay for health insurance medical examination and treatment costs for about 170 million people receiving health insurance medical examination and treatment a year.

100% of people receiving maternity, convalescence and unemployment insurance benefits are paid through bank accounts; 74% of people receiving monthly pensions and social insurance benefits in urban areas are being paid by the Social Insurance agency through bank accounts... 100% of health insurance medical

facilities have implemented health insurance medical services using VssID, VNeID and chip-embedded citizen identification cards (CCCD). Currently, people going to health insurance medical services have many advantages - they only need to use a chip-embedded CCCD or VNeID to complete medical examination and treatment procedures, simplifying procedures, saving time for both patients and medical staff, and the Social Insurance agency also saves on printing and issuing health insurance cards. With biometric technology applied on chip-embedded CCCD or with the image of the health insurance card on the VNeID application, VssID only takes about 6-15 seconds to complete the medical examination and treatment registration procedure...

In the coming time, promoting the achieved results, with the goal of global, comprehensive, and all-people approach but with focus, key points, taking people as the center, as the subject according to the direction of the Prime Minister, .... the Vietnam Social Security sector continues to restructure, review and simplify administrative procedures to bring 100% of public services qualified to perform full-process public services.

Researching modern advanced technologies such as artificial intelligence (AI), big data, cloud computing (Icloud)... to maximize the exploitation of existing databases to serve the management work of the Vietnam Social Insurance industry.
