Open payroll, maintain union funds
On October 10, the National Assembly Delegation of An Giang province led by Mr. Trinh Lam Sinh - Deputy Head of the Delegation - had a meeting with voters who are union officials and 100 union members and workers. At the meeting, there were 17 opinions and proposals closely related to union activities and the workers and labor movement.
Opinions on Union activities mentioned many contents related to recommendations to support professional activities to achieve high efficiency, especially in performing the functions of representing, protecting and taking care of union members and employees. Many union officials said that there should be a mechanism to open up the union staff at the provincial and district levels. Because the current staff is not commensurate with the requirements of the tasks and the increasing number of union members and the increasingly complicated labor relations.
Not to mention the issue of "leveling" when localities with many union members are still assigned the same number of union officials as localities with few union members and workers, causing difficulties for union activities. Therefore, voters suggested that the National Assembly (NA) consider regulating a suitable payroll management mechanism in the Trade Union Law (amended), increasing the initiative of the Union in arranging the union staff, meeting the requirements of tasks in the new situation.
Equalizing social insurance policy
The hottest issue is still the policy on unemployment insurance. First of all, we need to consider the fairness in implementing unemployment insurance. There are opinions that many workers have "never been unemployed" and therefore have never enjoyed unemployment insurance benefits. Meanwhile, according to the general principle, if you pay, you will receive, so we suggest that the National Assembly consider and research to support this group.
Because this not only enforces fairness and civilization, but also contributes to restoring public order. In reality, there are many cases of taking advantage of this policy for personal gain and affecting the stability of the labor force by resigning before retirement to complete procedures for receiving unemployment insurance, and then they complete procedures for receiving pensions.
At the meeting, union members and workers also hoped that the National Assembly would give their opinions on increasing the unemployment benefit from 60% to 75%, which is the maximum pension benefit, because this would help workers ensure a minimum living standard when they lose their jobs. This would practically limit the practice of withdrawing social insurance at one time.
In addition, opinions also hope that the National Assembly will add to the draft Law on Employment content related to the unemployment insurance policy. Specifically: "The 6-month maternity leave is counted as the period of participation in unemployment insurance" to ensure uniformity in the regime of the 3 types of compulsory insurance; at the same time, to protect the legal and legitimate rights and interests of female workers.
On this occasion, union members and employees also proposed strict regulations on unemployment insurance contribution rates for employers, to avoid cases of lower contributions, affecting the rights of employees.
