After implementing the merger of the Hai Phong and Hai Duong Trade Union organizations, all grassroots trade unions in industrial parks in the western region are transferred to be directly under the Hai Phong City Labor Federation.
The termination of Trade Union activities directly above the grassroots level has changed the methods of direction and administration, requiring the establishment of a new connection mechanism to ensure smooth information and timely grasp of labor relations at enterprises.
On September 17, 2025, the Hai Phong City Labor Federation issued a decision to establish 7 Clubs of Chairmen and Vice Chairmen of grassroots trade unions according to each industrial park cluster. To date, this system covers 217 grassroots trade unions with 117,225 workers, including 115,537 union members.
The scale and characteristics of the Clubs are clearly different. Dai An - Dai An Expanded - Lai Cach and Nam Sach - Lai Vu Clubs are the two clusters with the largest labor scale, with 30,938 and over 31,116 workers respectively; main industries are electronics, automobiles, textiles, FDI capital from Korea, Taiwan, and Japan are dominant.
Phuc Dien Club has 16,164 employees, Japanese capital accounts for a high proportion, focusing on mechanical and electronics. Tan Truong has 10,849 employees, in the mechanical, construction materials and electronics industries intertwined. Phu Thai has 10,006 employees, mainly electronics and textiles.
In the medium-sized group, An Phat and neighboring industrial parks have over 7,329 workers, the electronics and packaging industries, domestic enterprises account for a high proportion; Cam Dien - Luong Dien has 7,343 workers, focusing on electronics and high technology.
Because they were established at the end of the year, the clubs have not organized live activities according to regulations. However, through online exchange groups, many contents such as Tet bonuses, the 13th month salary, support for union members in difficult circumstances, stable labor after long holidays and forecasts of recruitment needs have been shared promptly, initially forming a two-way information mechanism throughout the system.
