Strictly handle acts of late payment and evasion of social insurance contributions
The Office of Da Nang City People's Committee issued Notice No. 818/TB-VP on the conclusion of Chairman of Da Nang City People's Committee Nguyen Manh Hung at the conference to evaluate the implementation of social insurance and health insurance policies in 2025 and the first 7 months of 2026. Accordingly, departments, agencies, branches, and localities are required to synchronously implement solutions and complete the target of developing social insurance and health insurance participants in 2026.
Regarding the situation of social insurance, health insurance, and unemployment insurance debts in the area, Chairman of Da Nang City People's Committee Nguyen Manh Hung assigned Da Nang City Social Insurance to take the lead in implementing solutions to develop participants; increase revenue, reduce late payment and evasion; promote propaganda and communication suitable to each target group and ensure full and timely settlement of regimes and policies. Promptly develop specific solutions for units owing social insurance, health insurance, and unemployment insurance, and report early to Da Nang City People's Committee. Coordinate to provide dossiers and documents of units that are late in paying and evading social insurance, health insurance, and unemployment insurance to the People's Procuracy of Da Nang City for research and implementation of civil lawsuits according to regulations, to be completed before August 30, 2026.
The Chairman of the City People's Committee requested Da Nang City Police to coordinate in inspection, examination, investigation, and strictly handle acts of late payment and evasion of social insurance, health insurance, and unemployment insurance of employees. Request the People's Procuracy of Da Nang City to inspect dossiers and documents of units that are late in paying and evading social insurance, health insurance, and unemployment insurance provided by Da Nang City Social Insurance to protect the legitimate rights and interests of employees and public interests.
More than 11,000 workers affected by rights
According to a report by the Da Nang City Social Insurance Agency, as of the end of July 2026, in the city, there are still more than 2,600 units and businesses that are late in paying social insurance, health insurance, and unemployment insurance with an amount of more than 478 billion VND, affecting the rights of more than 11,000 workers. This is the number of businesses owing for 6 months or more. And including businesses owing for 3 months or more, the number is up to 4,000 units. Faced with this situation, Da Nang City Social Insurance coordinates with departments and branches to advise the City People's Committee to issue directives to strengthen collection work; and at the same time organize reviews and classification of groups of businesses that are late in paying to develop appropriate handling solutions.
A typical example of prolonged insurance debt in Da Nang is Minh Hoang 2 Garment Co., Ltd. This enterprise owes social insurance for many years but has not paid, despite being urged, inspected and fined many times. Before the Lunar New Year 2025, 251 employees at the company collectively stopped working because they were not fully paid salaries and bonuses. After that, many workers applied for resignation, but the regimes related to social insurance were still "suspended" because the enterprise had not remedied the debt.
In working sessions with functional agencies and dialogues with employees, business representatives admitted that the company has temporarily suspended operations, has no revenue and cannot implement the contents of previous commitments. Regarding social insurance debt, the business proposed a phased plan, paying about 400 million VND per month to gradually resolve it. However, this commitment has not been implemented to date.
Recently, the Da Nang City Labor Federation has received dossiers, representing 195 employees of Minh Hoang 2 Garment Co., Ltd. to carry out procedures to sue the enterprise. The content of the lawsuit relates to severance allowance, bonuses in 2024 and social insurance benefits.
Previously, disputes between employees and businesses had been brought to mediation but could not be resolved definitively.
Mr. Nguyen Quy Qui - Deputy Director of Da Nang City Department of Home Affairs - informed that the unit has requested the City Police to inspect and investigate signs of evasion and appropriation of insurance money at enterprises owing social insurance for many years, affecting hundreds of workers. Functional agencies believe that some enterprises evade responsibility, do not comply with penalty decisions and lack coordination in resolving workers' rights.
