On August 26 and 27, Ninh Binh Provincial Labor Federation coordinated with Trade Union University to organize a seminar "Improving the quality of trade union officials in dialogue and collective bargaining, contributing to building harmonious, stable, and progressive labor relations in the new situation".
Speaking to direct at the seminar, Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung highly appreciated the way the seminar was organized when the content was not only limited to general discussions on training and fostering trade union officials but focused on the capacity to dialogue, negotiate and resolve practical issues arising in labor relations.
According to Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung, the requirement for trade union officials in the new situation is not only to have knowledge and professional skills but also to have bravery, be close to employees and understand the operations of enterprises.
The evaluation of cadre quality also needs to shift from formal criteria to practical capacity. In which, the ability to solve specific problems of union members and workers is an important measure.

The Vice President of the Vietnam General Confederation of Labor requested the Ninh Binh Provincial Labor Federation and the Trade Union University to continue to improve the capacity framework for trade union officials according to each target group. The training content needs to be linked to job positions, specific tasks and frequently arising situations at the grassroots level.
At the same time, continue to improve and test processes directly serving trade union activities, including dialogue at the workplace, collective bargaining, building collective labor agreements, signing, announcing and supervising the implementation of collective labor agreements.
The Vice President of the Vietnam General Confederation of Labor also proposed innovating training methods in the direction of increasing criticism and practice. Training should not only end at the classroom but also be verified through the application ability of trade union officials at enterprises and units.
At the seminar, delegates exchanged contents related to the method of handling work in 5 steps "Grasp - Check - Distribute - Decide - Close". Accordingly, trade union officials must grasp the issue correctly, verify information, analyze the rights, interests and capabilities of the parties, organize dialogues and negotiations on the basis of data and finally finalize specific commitments.
Practical situations are presented related to common problems at enterprises such as overtime, shift changes, shift meals, labor contract revisions, technology conversion, jobs and information processing in the digital environment.
According to the orientation given at the seminar, the training of trade union officials needs to continue to follow the direction of being close to the grassroots level, close to labor relations and taking the results of handling practical issues as one of the criteria for evaluating official capacity.
