Youme Law Firm LLC said that on January 7, 2025, the Ministry of Health issued Official Letter 142/BYT-VPB1 responding to voters' petitions before the 8th Session of the 15th National Assembly, which included a proposal to issue a separate salary table for the health sector, salary level 2 for doctors and pharmacists after recruitment.
Voters proposed to consider amending and promulgating a separate detailed salary table for the health sector and an attraction regime to encourage health workers to work at the grassroots level and the reserve system; adjusting the salary arrangement of doctors, preventive medicine doctors, and pharmacists after recruitment to be classified as level 2 salary for all positions due to longer study and practice time compared to other professions.
The Ministry of Health responded to the proposal to issue a separate salary table for the health sector, ranking the salary level 2 for doctors and pharmacists after recruitment as follows:

Implementing Resolution 27-NQ/TW dated May 21, 2018 of the 7th Conference of the 12th Central Executive Committee on reforming salary policies for cadres, civil servants, public employees, armed forces and workers in enterprises, the Ministry of Health reported to the Central Steering Committee on reforming salary policies, social insurance and preferential treatment for meritorious people and the Ministry of Home Affairs proposed that the titles of doctors, preventive medicine doctors, and pharmacists when recruited be classified as salary level 2 for all titles.
When developing the professional salary table, the Ministry of Health issued Official Letter 1731/BYT-TCCB dated April 5, 2024 to the Ministry of Home Affairs proposing: (1) Adding the subjects of main doctor (grade II), main preventive medicine (grade II), main pharmacists (grade II) to Group 3; (2) Adding the subjects of doctors (grade III), preventive medicine (grade III), pharmacists (grade III) to Group 5 (specifically Group 3 is a new group added between A2 and A3, Group 5 is a new group added between A1 and A2 applied to some new positions in the education and training sector with changes in title standards according to the provisions of the 2019 Education Law).
Because these subjects have long training time, the entrance score is often higher than other majors and professional internships during high-intensity study, high exposure to disease sources, toxic and dangerous environments. Requires the volume of credit study of doctors, preventive medicine doctors, and pharmacists meeting the output standard to be equivalent to level 7; requires the volume of credit study of main doctors, general practitioners, and pharmacists meeting the output standard to be equivalent to level 8 as prescribed in Decision 1982/QD-TTg dated October 18, 2016 of the Prime Minister approving the Vietnam national qualifications framework, however, this content has not been considered.
Implementing Conclusion 83-KL/TW dated June 21, 2024 of the Politburo on salary reform; adjusting pensions, social insurance benefits, preferential allowances for meritorious people and social allowances from July 1, 2024, the Ministry of Health will continue to propose this content after receiving instructions from the Government, the Prime Minister, the State Salary Steering Committee and the Ministry of Home Affairs.
