Expanding authority for commune-level trade unions
Contributing opinions to the draft amendment and supplement to the Regulation on commendation of Trade Union organizations, Mr. Nguyen Huy Khanh - Vice Chairman of the Hanoi Labor Federation - highly appreciated the draft expansion of the authority to commend commune-level trade unions.
The draft regulations stipulating that commune-level trade unions are entitled to rewards and certificates of merit will create conditions for union members and workers at the grassroots level to be recognized and encouraged in a timely manner.
The Vice Chairman of the Hanoi Labor Federation said that the unit basically highly appreciates the draft Regulation on Commendation this time. At the same time, he proposed that the drafting agency continue to review the regulations on ratios, criteria, procedures and bonus payment mechanisms, ensuring that when the regulation is issued, it will be unified, feasible and suitable for the reality of Trade Union activities.
Proposal to supplement subjects for considering awarding Emulation Flags
Also contributing opinions to the draft, Ms. Phan Thi Hue - Vice President of the Vietnam Agriculture and Environment Trade Union - assessed that this draft has been amended and supplemented quite a lot of content, has many progressive points and basically ensures compliance with the Law on Emulation and Commendation and guiding documents for implementation.
Directly contributing opinions on the Emulation Flag title of the Provincial and City Labor Federations, central industry trade unions and equivalents, Ms. Phan Thi Hue proposed to add subjects who are units belonging to emulation clusters authorized by central industry trade unions and equivalents to establish.
According to the draft, the subjects eligible for the Emulation Flag award include grassroots trade unions, grassroots trade unions, directly superior grassroots trade unions assigned powers and affiliated non-business units with typical achievements in emulation clusters and blocs established by central industry trade unions and equivalents.
However, according to Ms. Hue, this regulation may not fully cover the actual operations in some units and sectors with a large number of grassroots trade unions and organizing emulation clusters under the authorization mechanism.
She gave an example that in some corporations directly under the industry, there are many grassroots trade unions. The Coffee Corporation under the Vietnam Union of Agriculture and Environment currently has about 30 grassroots trade unions, which can organize emulation clusters under authorization.
Therefore, she proposed to supplement regulations on emulation clusters established by central and equivalent industry trade unions, thereby ensuring that units belonging to these clusters also have the opportunity to be considered for awarding Emulation Flags according to regulations.
Need to clearly guide personal commendation standards
Regarding Article 13 of the draft, Ms. Phan Thi Hue also proposed to clarify the application of reward standards to individuals.

Clause 1, Article 13 of the draft stipulates the standards for individuals proposed for commendation, including cases of achieving the title of Grassroots Emulation Soldier twice or more consecutively or being ranked as excellently completing tasks for two consecutive years.
According to Ms. Hue, the drafting agency needs to specifically guide how to apply this regulation in cases where individuals have been rewarded according to one of the above criteria.
For example, an individual in 2024 and 2025 twice consecutively achieved the title of Grassroots Emulation Soldier and was awarded a Certificate of Merit by the Vietnam General Confederation of Labor.
By 2026, if this individual continues to excellently complete his tasks, will he continue to be eligible to request a Certificate of Merit from the General Confederation of Labour?
According to Ms. Phan Thi Hue, this content needs to be specifically guided to ensure a unified understanding and organization of implementation between Trade Union levels.
