Regarding the reflection of Lao Dong Newspaper on the difficult situation of 23 catering staff at ethnic minority boarding schools (PTDTNT) in southern Quang Tri province, functional agencies have proposed to the Provincial People's Committee to remove obstacles in the direction of ensuring legitimate rights for workers.

Finding a way to definitively resolve the thoughts of workers

Previously, as Lao Dong Newspaper on June 25 had an article "Changing contract form, 23 boarding school nursing staff face difficulties" informing the incident, from January 2026, due to localities changing the contract form and applying salary payment based on the support norms of Decree 66/2025/ND-CP, the income of 23 boarding school nursing staff at boarding schools in the South has decreased sharply. From a stable salary level according to Decree 111/2022/ND-CP, they were transferred to service contracts from only 4.7 million VND/month, actually receiving more than 3.2 million VND/month after deducting insurance.

Notably, this contract only pays salaries for 9 months/school year, causing them to completely lose income and insurance for 3 summer months even though they have to shoulder great responsibilities, working without weekends to serve ethnic minority students.

Implementing the direction of the leaders of Quang Tri Provincial People's Committee on definitively resolving the thoughts and aspirations of workers, the Department of Education and Training (GDĐT) chaired an inter-sectoral working session with the Department of Home Affairs, Department of Finance, People's Committees of communes and the boards of directors and accountants of ethnic minority secondary schools in the area.

At the meeting, agencies and units focused on resolving issues related to job positions, the number of employees, forms, contract terms, salary levels and social insurance policies. Units agreed that the support funds according to Decree 66/2025/ND-CP are additional support sources for educational institutions to perform their tasks, not the level allocated to pay salaries.

Paying salaries for 9 months/year without insurance funds greatly affects the lives and psychology of workers and is not in accordance with current regulations.

Unanimous proposal to apply 12-month labor contract

Based on careful review of legal regulations and actual conditions, the Department of Education and Training and related units have reached a consensus on a plan to advise the Provincial People's Committee to issue a document directing solutions to protect the rights of workers.

Accordingly, the inter-sectoral committee proposed that the Provincial People's Committee allow PTDTNT schools to apply direct labor contracts according to Decree No. 111/2022/ND-CP for catering and security staff. The contract signing period is proposed to be 12 months/year so that workers no longer fall into the situation of losing income in the summer.

Regarding the salary regime, the advisory plan clearly states that it is necessary to continue to inherit the old salary policies. Employees will be transferred to salary grades according to the ranks specified in Decree No. 204/2004/ND-CP, ensuring that the new contract salary level is not lower than the current salary level and related allowances.

Regarding the above issue, the Department of Home Affairs of Quang Tri province said that after the proposed solution of the Department of Education and Training is officially approved by the Provincial People's Committee, the Department of Home Affairs will coordinate with the Department of Education and Training to issue specific guidance documents for the People's Committees of communes and wards. The implementation of signing new labor contracts will be carried out seriously and in accordance with legal regulations to definitively resolve difficulties, help support staff feel secure in stabilizing their lives and contribute to education work in specific difficult areas.
