From July 1, salary policies such as basic salary, pensions, social insurance (SI) allowances and monthly allowances will officially take effect.
Basic salary increases to 2,530,000 VND/month from July 1, 2026
The Government has issued Decree No. 161/2026/ND-CP dated May 15, 2026, stipulating the base salary and bonus regime for cadres, civil servants, public employees (CBCCVC) and armed forces. Accordingly, the base salary will increase to 2,530,000 VND/month from July 1, 2026.
1. Salary and allowance beneficiaries applying the base salary include:
- Cadres and civil servants from central to commune level specified in Article 1 of the Law on Cadres and Civil Servants;
- Public employees in public non-business units specified in Article 1 of the Law on Public Employees;
- People doing jobs under labor contracts in administrative agencies and public non-business units specified in the Government's Decree are subject to application or agreement in labor contracts applying salary ranking according to Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regimes for CBCCVC and armed forces;
- People working within the staffing quota at associations are supported by the state budget for operating expenses according to the provisions of Decree No. 126/2024/ND-CP dated October 8, 2024 of the Government stipulating the organization, operation and management of associations;
- Officers, professional soldiers, workers, defense officials, defense civil servants and contract workers of the Vietnam People's Army;
- Officers, sergeants receiving salaries, police workers and contract workers under the People's Police;
- People working in cipher organizations;
- Non-commissioned officers and soldiers of the Vietnam People's Army; non-commissioned officers and soldiers of the People's Police;
- Non-specialized personnel in villages and residential groups.
8% increase in pensions and allowances
From July 1, 2026, according to Decree 162/2026/ND-CP, the pension and social insurance allowance will increase by an additional 8%. In particular, the Government raises the pension, social insurance allowance and monthly allowance to 3.8 million VND/month for some cases with low benefit levels after the overall increase.
From July 1, 2026, adjust an additional increase of 8% on the pension level, social insurance allowance and monthly allowance of June 2026 for the prescribed subjects.
From July 1, 2026, people who are receiving pensions, social insurance allowances, and monthly allowances according to regulations, after adjustment, if their benefit level is lower than 3,800,000 VND/month, they will be adjusted as follows:
An additional increase of 300,000 VND/person/month for people with a benefit level equal to or lower than 3,500,000 VND/person/month;
Increased to 3,800,000 VND/person/month for those with a benefit level higher than 3,500,000 VND/person/month but lower than 3,800,000 VND/person/month.
The level of pension, social insurance allowance, and monthly allowance after the above adjustment is the basis for calculating the adjustment of pensions, social insurance allowances, and monthly allowances in subsequent adjustments.
Applying new salaries and allowances in the armed forces
To unify the new basic salary level, the Ministry of Public Security has issued Circular No. 82/2026/TT-BCA guiding implementation in the People's Police.
Accordingly, the new basic salary level is applied to officers, non-commissioned officers, compulsory soldiers, trainees, police workers; people working under contract, temporary recruitment regimes who are receiving salaries, allowances or living expenses from the state budget according to the salary scales specified in Decree No. 204/2004/ND-CP; units under the Ministry of Public Security and the Police of provinces and cities.
Meanwhile, the Ministry of National Defense also issued Circular No. 74/2026/TT-BQP guiding the implementation of the new basic salary level for agencies and units under the Ministry of National Defense.
The subjects of application include officers, professional soldiers, national defense workers, national defense officials, national defense civil servants; people working in cipher work; non-commissioned officers, soldiers, cipher students receiving allowances or living expenses; employees working under contracts ranked according to Decree No. 204/2004/ND-CP.
