9 localities grow at double digits
On the morning of July 4, the Government held the regular Government meeting in June 2026 and the Government's online conference with localities.
At the meeting, Member of the Party Central Committee, Minister of Finance Ngo Van Tuan said that GDP in the second quarter is estimated to increase by 8.39% compared to the same period, 6 months is estimated to reach 8.18%, of which the industrial - construction and service sectors contributed over 88% to growth.
In which, 9 localities grew by double digits; Hanoi and Ho Chi Minh City grew more positively compared to May. The number of businesses entering the market reached 169,800, an increase of 11.2%, higher than the number withdrawing from the market.
The CPI in June decreased by 0.39% compared to the previous month; the average of 6 months increased by 4.38% compared to the same period, within the scope of the target for the whole year.
The supply of gasoline and oil is guaranteed; state budget revenue in 6 months is estimated at nearly 1.57 million billion VND, reaching 62% of the estimate, an increase of 17.2%, while tax and fee exemptions and reductions are estimated at about 89 trillion VND.
Disbursement of public investment capital has improved, reaching nearly 137.6 trillion VND in June, totaling nearly 357 trillion VND in 6 months, reaching about 35.5% of the plan, equivalent in proportion to the same period and 38.4 trillion VND higher.
Besides the achieved results, Minister of Finance Ngo Van Tuan also pointed out some difficulties and challenges. GDP growth in 6 months, although the highest ever, is still 1.52% lower than the target, creating great pressure on the last months of the year.
Disbursement of public investment has not met expectations, especially disbursement of science and technology projects. Trade deficit in June tended to slow down, but in 6 months it remained at 16.65 billion USD.
High-quality human resources do not meet requirements; there is still a situation of oversupply and shortage of local labor in localities.

Focus on preventing and combating corruption, wastefulness, and negativity
The Ministry of Finance proposes a number of directions and key tasks in the remaining 6 months of the year.
Accordingly, regarding monetary policy management, the State Bank of Vietnam is implementing solutions to stabilize interest rates and exchange rates, ensuring liquidity for the economy. Controlling credit for potentially risky sectors; directing credit to priority sectors; promoting bad debt handling and restructuring the system of credit institutions.
Regarding price and market management and ensuring energy security, ministries and relevant agencies strengthen price and market management; proactively implement solutions to manage electricity, gasoline, oil, health, and education prices... to control inflation according to targets; strictly handle acts of speculation, manipulation, profiteering and unreasonable price increases while domestic gasoline and oil prices have decreased.
The Ministry of Education and Training and localities focus on preparing for the new school year 2026 - 2027; ensuring the completion progress of 100 schools in border communes to put them into operation immediately in the new school year.
The Ministry of Health and localities ensure the roadmap to strive for all people to have periodic health check-ups or free screenings by the end of 2026 and to be issued electronic health records.
The Ministry of Home Affairs and localities should well implement policies for people with meritorious services; continue to implement salary policy reform contents.
At the same time, continue to improve regulations on the organization of the state administrative apparatus; remove obstacles and difficulties in the operation of local governments at 2 levels, improve the implementation capacity of the grassroots level; pay attention to preventing and combating corruption, wastefulness, and negativity.
