According to Decision No. 25/2024/QD-UBND of the People's Committee of Dong Nai province (effective from June 25, 2024), the subjects accepted into commune-level civil servants include:
Civil servants working at public service units. In this case, they must have at least 5 years of work experience (excluding internship and probationary periods; if there is any discontinuous work time, it can be accumulated) doing work that requires professional training levels appropriate to the position of commune-level civil servant to be recruited.
Salaried people in the people's armed forces, people working in key organizations but not civil servants;
A person who ceases to hold a position as a commune-level official (except for the disciplinary form of dismissal). In this case, he/she must have held the position of commune-level official for 5 years or more, except in the case where before being elected to hold the position of commune-level official, he/she was a commune-level civil servant; when being accepted as a commune-level civil servant, it is not necessary to establish an Examination and Assessment Council.
A person who used to be a commune-level cadre or civil servant and then was transferred by a competent authority to a non-cadre or civil servant position in another agency or organization. In this case, the competent authority must transfer or rotate him/her to work in agencies, organizations, or units in the political system according to the requirements of the task and does not require a minimum of 5 years of work experience at the agency, organization, or unit to which he/she was transferred or rotated; when accepting him/her as a commune-level civil servant, there is no need to establish an Examination and Assessment Council.
The above cases must also meet the conditions for registration, not be under disciplinary action, and not be implementing regulations related to discipline.
