Cases accepted into civil service from September 17

Cases of admission to civil service are regulated by the newly issued Decree of the Government, effective from September 17, 2024.

On September 17, 2024, the Government issued Decree 116/2024/ND-CP amending and supplementing a number of articles of Decree 138/2020/ND-CP regulating the recruitment, use and management of civil servants and Decree 06/2023/ND-CP regulating the quality assessment of civil servant input.

Clause 11, Article 1 of Decree 116/2024/ND-CP amended Article 18 of Decree 138/2020/ND-CP on the reception of civil servants as follows:

(1) The audience:

(i) Officials working at public service units;

(ii) Commune-level officials and civil servants;

(iii) Salary earners in the people's armed forces, people working in key organizations but not civil servants;

(iv) Chairman of the Board of Members, Chairman of the Board of Directors, Chairman of the company, Member of the Board of Members, Member of the Board of Directors, Controller, General Director, Deputy General Director, Director, Deputy Director, Chief Accountant and persons holding managerial positions or titles from department level or higher in enterprises in which the State holds 100% of the charter capital, enterprises in which the State holds more than 50% of the charter capital or total number of voting shares;

(v) A person who used to be a cadre or civil servant and was then transferred or rotated by a competent authority to hold positions other than cadre or civil servant positions in other agencies or organizations.

Thus, cases admitted to civil service from September 17 are regulated as above.
