Mr. Tuong Manh Dung is currently a lecturer at the Faculty of Political Theory, Hung Yen University of Technology and Education.
As a teacher, an intellectual who is directly involved in the cause of "cultivating people" and scientific research in a province that is developing strongly in industry like Hung Yen, Mr. Dung always closely monitors the changes of the country.
Looking back at the past term, I am extremely proud of the great achievements that the country has achieved under the wise leadership of the Party, especially in maintaining macroeconomic stability and increasingly high international position," Mr. Dung said.
Towards the 14th National Party Congress - a major political event expected to open a new era, an era of national rise - Mr. Dung sent his expectations from the perspective of a person working in higher education and vocational training.
First, expectations for a real revolution in training high-quality technical human resources. The 13th Congress has identified a strategic breakthrough in human resources, but in reality, implementation still has bottlenecks. Mr. Dung expects the 14th Congress to have stronger policies to fundamentally innovate higher education and vocational education. Prioritize the development of technical and technological universities - places that train "practical engineers" with high skills, creative thinking, and mastering new technologies to meet the requirements of industrialization and modernization linked to the Party's knowledge economy.
Second, expectations for a breakthrough mechanism in the connection of "three houses": State - School - Enterprise. Hung Yen is a province with many large industrial parks, and the demand for technical human resources is very high. However, like many other localities, the link between universities and businesses in research and transfer of scientific research results is still limited.
Mr. Dung is waiting for the 14th Congress to continue to issue policies and economic policies strong enough to encourage, even binding, businesses (especially FDI enterprises) to participate deeply in the training process with universities; build R&D centers right at technical schools, creating conditions for lecturers and students to access real technology.
Third, expectations for placing science and technology and innovation at the center of the growth model. As a technical lecturer, Mr. Dung desires science and technology to truly become a top national policy. He expects the 14th Congress to continue to have mechanisms to untie financial ties, administrative procedures in scientific research, and accept certain levels of risk in research to encourage young scientists to commit and be creative. Key investments are needed in key laboratories at technical universities to create core technologies and "Make in Vietnam" technology products.
Fourth, expectations for building a team of leading cadres with "daring to think, daring to do" thinking for the cause of education and technology. The renovation of education and technology development needs leaders with long-term vision, bravery and enthusiasm. Mr. Dung believes that the Party will select strategic cadres who truly value talent, know how to listen to the opinions of intellectuals and scientists to make correct decisions, creating motivation for development.
