In the context of Lao Cai province implementing the two-level local government model, the economy continuing to grow, and the number of businesses and workers increasing, the Lao Cai Provincial Labor Federation has issued a Resolution on "Promoting the work of developing union members and establishing grassroots trade unions in the new situation".
As of December 31, 2025, Lao Cai province has 514 grassroots trade unions with 41,226 union members. In which, the non-state enterprise sector accounts for a large proportion with 332 grassroots trade unions and 30,603 union members, clearly reflecting the trend of labor structure shift in the market economy.
In 2025 alone, Lao Cai Provincial Labor Federation established 32 new grassroots trade unions in non-state-owned enterprises, admitting 3,282 union members. The development of union members in the informal sector also had positive changes with 4 new trade unions, admitting 268 union members.

However, Lao Cai currently has 142 enterprises with 3,728 employees without trade union organizations. Among them, 63 enterprises with 25 or more employees have not established grassroots trade unions. Most of these enterprises are small-scale, labor-intensive, and production and business are unstable...
Faced with that reality, the Resolution of the Lao Cai Provincial Labor Federation identifies a consistent viewpoint of strengthening the leadership of Party committees, the direction of trade unions at all levels; innovating methods of mobilizing and developing union members; building grassroots trade unions to be truly a reliable support for workers and a reliable partner for businesses. Trade union member development must be associated with improving the quality of grassroots trade union activities, in the spirit of "Where there are workers, there are trade union organizations".
According to the Resolution, the goal by 2030 is to develop and increase over 6,000 union members, increase the total number of union members in the whole province to 45,500 people, build over 600 grassroots trade unions, strive for 100% of enterprises using 20 or more workers with trade union organizations. In the immediate future, by the end of 2026, the whole province strives to have nearly 42,000 union members and nearly 400 grassroots trade unions in the non-state enterprise sector.
