In particular, An Hai Container and Trading Agency Joint Stock Company (Hai An District) as of March 31, 2025 was late in paying compulsory social insurance and unemployment insurance in the amount of VND 16,580,700; late in paying health insurance for 7 employees in the amount of VND 2,763,450. For these two acts, the enterprise was administratively fined 4.1 million VND. By April 2, the enterprise had remedied the violation and fully paid social insurance, health insurance, and unemployment insurance to employees.
Viet Ha Stone Joint Stock Company (Le Chan District) was also fined 4.1 million VND for 2 similar acts. Accordingly, by March 31, this company was late in paying social insurance and unemployment insurance in the amount of VND 17,002,696; late in paying health insurance for 9 employees in the amount of VND 2,502,000. By April 9, 2025, this company had recovered all of the above amount.
According to Hai Phong City Social Insurance, by the end of the 1.2025 quarter, the total amount of late payment was about 882,150 billion dong, accounting for 5.14% of the plan of collecting Vietnam Social Insurance, down 0.15% of the slow payment rate compared to the same year 2024.
The reason for the slow enterprise and social insurance debt is due to the context of the domestic economy still facing difficulties, some enterprises cannot sign new orders, cannot import raw materials for production, and cannot consume the goods produced. Some units have decreased revenue, many State-owned projects have not been finalized, and debt is difficult to collect, leading to the inability to pay, including employees' social insurance, unemployment insurance, and health insurance contributions.
Sharing at the Training Conference on the Law on Social Insurance 2024, Mr. Vu Ngoc Thuc - Head of Legal Policy and Labor Relations Department of Hai Phong Labor Federation said that the awareness of compliance with regulations on social insurance in some employers is limited. For example, an enterprise in Thuy Nguyen city is slow to debt social insurance for many years to nearly 41 billion dong. Authorities repeatedly inspected, supervised, urged and sanctioned but enterprises. One of the solutions that have been implemented over the past time is that social insurance has organized working sessions with units that are slow to pay social insurance, health insurance and unemployment insurance to share and grasp the situation of the unit as well as urge the unit to pay the money as prescribed.
The City Social Insurance also sent officials directly to the unit to urge timely revenue when the unit showed signs of slow payment; Inspection and inspection promptly detect the situation of evading, resolutely sanctioning acts of evasion and slow payment of social insurance premiums in accordance with the Law on Social Insurance in 2014, publicizing information on the slow situation of social insurance payment of enterprises with tax offices, inspection agencies and on the mass media. At the same time, coordinate with relevant agencies to inspect and examine interdisciplinary examination of violations of regulations on social insurance at enterprises.
