Innovating trade union financial work to ensure sustainability and promote resource efficiency

Innovating trade union financial work

According to Mr. Tuan, currently the Hai Phong City Labor Federation (Hai Phong Labor Federation) has 2,994 grassroots trade unions with 633,550 trade union members. The large number of grassroots trade unions and members not only opens up new development space but also sets higher requirements for governance, especially trade union financial management in a unified, modern, effective and sustainable direction.

Over the past time, the Hai Phong Labor Federation has focused on thoroughly grasping to all levels of trade unions, especially grassroots trade unions, the requirement to continue to strongly innovate thinking about trade union financial work in the new situation.

Since the merger, Hai Phong Labor Federation has resolutely refused to receive trade union funds if they are not transferred through the intermediary account of the General Confederation. Up to now, nearly 100% of enterprises comply with this method, creating a unified management of trade union funds throughout the system; limiting the situation of revenue loss, slow collection or data distortion between trade union levels.

In particular, in the process of innovating trade union financial work, Hai Phong Labor Federation has firmly maintained the view of taking union members and workers as the center. Trade union financial resources must truly be oriented towards grassroots levels, prioritizing practical care activities such as supporting union members in difficult circumstances, emergency loans, Tet care, building "Trade Union Homes", improving cultural and spiritual life, improving working conditions and supporting professional skills improvement for workers.

A particularly important solution that has been implemented is to promote digital transformation in trade union finance work. The application of digital technology helps financial management to be more accurate and scientific, while facilitating inspection, supervision and evaluation of resource utilization efficiency.

Improving the quality of the contingent of officials working in trade union finance

Mr. Nguyen Anh Tuan emphasized that the Hai Phong Labor Federation determines that improving the quality of the contingent of officials working in trade union finance is a key factor determining the effectiveness of financial management.

Accordingly, the Hai Phong Labor Federation regularly organizes training and professional development, updates new regulations; and at the same time strengthens information technology application skills, analysis, forecasting and financial management skills. In parallel with the above solutions, financial inspection and supervision work is also strengthened in a regular, substantive, focused and increasingly effective direction.

Hai Phong Labor Federation also promotes thrift practice and anti-waste in the entire trade union system, thereby improving the efficiency of using financial resources, focusing maximally on key and practical tasks. In 2025, Trade Union Inspection Committees at all levels conducted 1,367 inspections of financial settlement, financial management, assets and salary fund reconciliation of grassroots levels in 2024: 1,072 inspections at the same level; 295 inspections of subordinates. The Inspection Committee of Hai Phong Labor Federation conducted 54 inspections of subordinates. Trade Union Inspection Committees at all levels have proposed to collect additional payments for trade union finance of the amount of: 12,704 billion VND, of which 2% is trade union funds: 8.848 billion VND, 1% is trade union dues: 3.854 billion VND.

In the context that the force of officials working in finance is still thin compared to the increasingly large task requirements, the Hai Phong Labor Federation has boldly researched, developed and submitted to the General Confederation a Project on hiring services to support financial and accounting work. This model has initially promoted clear effectiveness, contributing to improving the quality of revenue management and increasing accuracy in financial data.

To continue innovating trade union finance work in a healthy, sustainable and effective direction, the Hai Phong Labor Federation determined that it is necessary to focus on synchronously implementing a number of key groups of solutions: Continuing to strongly innovate the thinking and methods of trade union finance management in a modern, public, transparent and effective direction; building a stable and sustainable trade union finance foundation associated with strengthening collection discipline and expanding legal resources; promoting comprehensive digital transformation in trade union finance work; building a team of trade union finance officials to meet professional, modern and integrated requirements; strengthening inspection, supervision and tightening of trade union finance discipline and order; firmly maintaining the view of taking union members and employees as the center of all trade union finance activities.
