Article 6 of Decree 06/2010/ND-CP stipulates the regulations on civil servants in administrative agencies at the provincial and district levels as follows:

2. At the district level:
a) Chief of Office, Deputy Chief of Office and people working in the Office of the People's Council and People's Committee;
b) Chairman, Vice Chairman of the District People's Committee, Chief of Office, Deputy Chief of Office and people working in the District People's Committee office where the pilot program is not organized;
c) People holding the positions of chief, deputy chief and people working in professional agencies under the People's Committee.
Thus, district-level civil servants include the following people:
- Chief of Office, Deputy Chief of Office and people working in the Office of the People's Council and People's Committee;
- Chairman, Vice Chairman of the District People's Committee, Chief of Office, Deputy Chief of Office and people working in the District People's Committee office where the pilot program is not organized;
- People holding the positions of chief, deputy chief and people working in specialized agencies under the People's Committee.
Recently, the Minister of Home Affairs, Deputy Head of the Standing Committee of the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at two levels issued Official Letter 03/CV-BCD on orienting a number of tasks to arrange administrative units and organize local government at two levels; on organizing the apparatus, cadres, civil servants and public employees when implementing the arrangement.
Accordingly, 100% of the current district-level cadres and civil servants will be transferred to the commune level, in which the current district-level political system's leadership and management cadres will be arranged as the core in new commune-level units; it is possible to increase provincial-level cadres, civil servants and public employees to the commune level.
At the same time, in the immediate future, the number of officials and civil servants of the district and commune levels is available to work at the commune level and conduct the review and streamlining the payroll associated with the restructuring, improving the quality of the team that meets the task requirements and ensures that within the 5 -year period in accordance with the Government's regulations; It is expected that the average payroll of each commune level is about 32 payrolls (excluding the Party and mass organizations).
