Ho Chi Minh City Social Insurance said that this transformation is implemented according to the policy of the Party and Government on developing digital government, digital economy, digital society and using a unified personal identification number (IDC) in resolving administrative procedures, providing public services and the plan of Vietnam Social Insurance on converting social insurance codes to ID/CCCD identification numbers, management codes on professional software of Vietnam Social Insurance.
According to Ho Chi Minh City Social Insurance, this transformation helps standardize and "clean up" the database.A single identification will completely end the situation where a worker owns multiple social insurance books or multiple different codes due to changes in workplace or personal information distortion.This is also a complete step to comprehensively connect the National Insurance Database with the National Population Database (according to Project 06), ensuring the principle of data being accurate, complete, clean, and live.
This conversion also helps upgrade online public services. With the simplification of electronic transactions, people and businesses only need one information (ID/CCCD) to carry out all procedures such as paying social insurance, settling regimes, medical examination and treatment with health insurance... Deep integration with electronic identification accounts (VNeID) helps users experience digital government services without having to remember many types of accounts.
Along with that, this transformation also helps improve management capacity and combat insurance fraud. For example, the ability to authenticate biometrics through chip-based CCCD at medical examination and treatment facilities helps absolutely prevent acts of borrowing health insurance cards or profiteering from sickness and maternity funds. This step forward will transform the industry's management model from managing codes and papers to comprehensive digital data management, creating a solid foundation for digital government.
According to Ho Chi Minh City Social Insurance, the conversion is carried out by the Social Insurance agency centrally, automatically and synchronously on nghiệp vụ software, ensuring safety, accuracy, and not interrupting the settlement of regimes. This process does not change the history of participation, records, documents and does not affect the benefits of social insurance, health insurance, and unemployment insurance of people. During the transition period, the system still supports lookup using both the old social insurance code and the new ID/CCCD number.

Through this, people can easily look up, conduct online transactions, reduce paperwork and travel time; and at the same time ensure that their rights are resolved fully and promptly," Ho Chi Minh City Social Insurance emphasized.
