On August 12, at the Government Headquarters, Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau chaired a meeting with the Ministry of Education and Training (MOET) on digital transformation work.
According to the Government Authority of Information and Communications, speaking at the meeting, the Deputy Prime Minister emphasized that education innovation must first start from innovating management, administration, teaching and learning methods; digital transformation is an important tool and driving force to implement that requirement.
Therefore, digital transformation must be identified as one of the top priority tasks of the new school year, creating substantive changes in each locality and each educational institution.
The Deputy Prime Minister requested that each database (CSDL), digital platform must clearly identify users, changed nghiệp vụ, reduced paperwork, supported management decisions and specific benefits for learners, educators, educational institutions and people.
At the same time, it is necessary to strongly shift from distributed data to data "correct, sufficient, clean, living, unified, shared"; from individual software to shared digital platforms; from spontaneous AI applications to safe, controlled and responsible AI applications.
Regarding the organization of implementation in the new school year, the Deputy Prime Minister reminded the Ministry of Education and Training to direct the widespread dissemination to each locality, educational institution, management staff and teachers, making digital transformation a key task of the 2026-2027 school year; selecting a number of specific and practical tasks to deploy synchronously, creating clear changes right from the beginning of the school year, avoiding formality.
Regarding education data, digital school records, diplomas, and digital certificates, the Ministry of Education and Training presides over and coordinates with the Ministry of Public Security to complete phase 1 of the campaign to review and clean up data across the industry; continue to verify data on learners and educators, and attach personal and organizational identification codes.
The Ministry of Education and Training shall preside over and coordinate with the Ministry of Justice, the Ministry of Public Security and relevant agencies to review and complete the legal basis, technical standards and procedures for exploiting digital school records, diplomas, and digital certificates instead of papers.
The Ministry of Education and Training shall preside over and coordinate with ministries: Public Security, Home Affairs, Science and Technology, localities and educational institutions to standardize electronic transcript data, diplomas, digital certificates, learner identification codes, lifelong learning records and integrate authentication on VNeID.
Regarding databases, the Ministry of Education and Training shall preside over and coordinate with the Ministry of Public Security, the Ministry of Science and Technology and relevant data management agencies to review and improve models and processes for creating, updating, approving, exploiting and sharing for each database.
Regarding reducing administrative procedures (TTHC) based on data, for 251 TTHCs of 17 ministries and sectors that may use academic records, diplomas, certificates, the Ministry of Justice shall preside over and coordinate with the Ministry of Education and Training, the Ministry of Public Security and relevant ministries and agencies to review and propose plans to replace the components of dossiers and restructure nghiệp vụ procedures of the above-mentioned TTHCs.
For 47 administrative procedures under the Ministry of Education and Training, dossier components can be replaced by data from ministries and sectors, the Ministry of Education and Training presides over and coordinates with the Ministry of Public Security, the Ministry of Justice and the managing agencies of the database to reduce dossier components and restructure nghiệp vụ procedures of administrative procedures.
