The General Secretary and President requested to report to competent authorities soon on the salary reform project, ranking teachers' salaries at the highest level in the career salary scale.

The Party Central Committee Office has just announced the Conclusion of General Secretary and President To Lam at the working session on the preparation for the 2026-2027 school year and the implementation situation of Resolution No. 71-NQ/TW, dated August 22, 2025 of the Politburo on breakthroughs in education and training (GDĐT).

According to the announcement, the preparation for the new school year 2026-2027 has not met the requirements; the situation of local surplus and shortage of teachers still occurs in many places, which is a major bottleneck; facilities and teaching equipment have not met the requirements.

Tuition costs, extra classes, tutoring, exams and admissions still put great pressure on families and society; competition for public schools, high-quality schools and quality disparities between schools; school violence is complicated; education management is still heavily administrative.

The General Secretary and President requested the Government Party Committee to preside over the organization of the National Conference on the preparation for the new school year 2026-2027; direct ministries, branches, localities, and educational institutions to simultaneously organize the 2026-2027 school year opening ceremony and the inauguration ceremony of inter-level boarding schools in border communes on the morning of September 5, 2026. The opening ceremony needs to be organized solemnly, joyfully, safely, economically, and practically.

Provincial and city Party committees lead and direct to focus highly on the preparation for the new school year 2026-2027; be responsible for ensuring sufficient facilities, sufficient schools, sufficient classes, sufficient textbooks, and general education teaching equipment to serve the new school year 2026-2027.

The Central Organization Committee coordinates with the Ministry of Home Affairs, the Ministry of Education and Training and localities to urgently propose staffing plans, staff management, regimes, and policies for the education and training sector; flexibly mobilize personnel, end the situation of local surplus and shortage, and ensure the principle "Where there are students, there are teachers".

Researching the conversion of the "hard" quota and staffing mechanism for each school to apply flexible staffing, allowing teacher rotation between schools in the same area.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Education and Training to study the decentralization of total staff assignment to localities to be autonomous in recruiting and using based on actual student/class norms; coordinate with localities to urgently review the current situation of the state management civil servant team for education and training at the commune level and propose handling plans (completed in the third quarter of 2026).

Organize training, fostering professional standardization and reasonable personnel regulation to increase the proportion of state management civil servants in education and training with professional qualifications, ending the situation of white communes without education officials in 2026.

The Government Party Committee directs the Ministry of Education and Training to take the lead in amending and completing regulations, criteria, and standards for recognizing national standard schools; study mechanisms to allow piloting many management models for public and private schools in the same area; study transferring and reducing staff for "education management", increasing staff for "direct teaching"; depending on specific conditions, schools with many school sites can be organized.

The Ministry of Finance promulgates mechanisms, policies, and guidelines for converting the function of redundant public buildings and headquarters of state agencies into educational institutions and medical facilities; not to allow waste and degradation of works and headquarters after arrangement while lacking places for entertainment, learning, and medical examination and treatment.

The Ministry of Education and Training coordinates with relevant agencies to complete dossiers and report to competent authorities for comments on the project to reform salary policies, soon rank teachers' salaries at the highest level in the career salary scale; have a special mechanism to attract good experts and leading scientists to participate in teaching and research.

Build a mechanism to encourage excellent graduates and good teachers in cities and urban areas to rotate to schools in rural and difficult areas.
