Labor quality does not meet the needs of the modern, flexible market.

According to the General Statistics Office, the labor and employment situation in 2024 has many bright spots, estimated to meet and exceed the targets assigned by the National Assembly and the Government. Notably, the rate of trained workers in 2024 is estimated to reach 69%, of which the rate of trained workers with degrees and certificates is estimated to reach 28.1%.

Thus, currently, the country still has nearly 38 million untrained workers, while the Government's target through the Labor Market Development Support Program until 2030 is to have a trained rate of 35% - 40% with degrees and certificates. This figure shows a significant challenge in improving the technical expertise of workers, especially in developing training programs and policies in the coming time.

The Department of Employment (Ministry of Labor, Invalids and Social Affairs) stated that the Vietnamese labor market still has a local imbalance between labor supply and demand and uneven development between regions, areas, and economic sectors.

In addition, the mechanism for connecting supply and demand and self-balancing the market is still weak. The quality of labor supply still has many shortcomings and limitations, failing to meet the labor demand of a modern, flexible, sustainable and integrated labor market.

Implement the "3 together" motto

Speaking to Lao Dong reporter on January 13, Mr. Le Quang Trung - former Deputy Director in charge of the Department of Employment (Ministry of Labor, Invalids and Social Affairs) said that in 2024, the labor market has recovered and developed positively, considering both labor supply and demand and the organization of the connection between labor supply and demand.

The issue of training and improving the qualifications of workers to participate in and meet the requirements of the labor market is of decisive significance. In the specific goal of the Labor Market Development Support Program until 2030 issued by the Prime Minister in Decision 176/QD-TTg dated February 5, 2021, the rate of trained workers with degrees and certificates will reach 35-40% by 2030. According to Mr. Le Quang Trung, this is a very important goal, in order to meet the human resource needs for development in the new period, requiring sectors at all levels, enterprises, organizations and especially workers to change their awareness; organize training needs assessment and have specific plans to train and improve the qualifications of workers and meet the real needs of the labor market.

“In particular, forecasting labor supply and demand in each locality, region and the whole country; implementing training according to the 3-together motto: “joint recruitment - joint training - joint job placement after training” between enterprises and training units; having policies and training forms suitable for each labor group, each enterprise, each region and locality; strengthening labor market information activities and consulting and job referral activities for workers; having measures to use and effectively use labor after training; focusing on regular training, lifelong training...”, said Mr. Le Quang Trung.

Ms. Nguyen Thi Viet Huong - Deputy Director General of the General Department of Vocational Education (Ministry of Labor, Invalids and Social Affairs) said that the work of promoting the development of skills/vocational skills for young people will be based on "4 houses": businesses as "orderers"; the state as managers; schools as human resource suppliers (the role of schools is the driving force for human resource development); journalists play the role of spreading and communicating messages and meanings.
