Push the responsibility to the Department
Regarding the case of Mr. Nguyen Van Xuan - a teacher at Ngo May Secondary School (Quy Nhon City) - who accused of having his benefits cut for many years, recently, the People's Committee of Binh Dinh province continued to direct the Department of Education and Training and the People's Committee of Quy Nhon City to clarify related contents.
This directive was issued after Lao Dong Newspaper reflected on the "Results of verifying the content of Lao Dong Newspaper's reflection" in Report No. 625/BC-UBND dated October 31, 2024 of Quy Nhon City People's Committee "revealing" many contradictions, through the article "Teachers accuse of having their regime cut: Many contradictions need to be clarified" posted on November 3, 2024.
Accordingly, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan assigned the Department of Education and Training to preside over and coordinate with relevant units to guide the unified implementation of the curriculum and teaching plan for physical education (including traditional martial arts content) at general education institutions and the method of calculating and paying overtime pay for teachers according to regulations.
Assign the Chairman of Quy Nhon City People's Committee to urgently resolve the complaint content stated in Report No. 625/BC-UBND in accordance with regulations; report to the Provincial People's Committee for monitoring and direction.
Regarding the direction of the Chairman of Binh Dinh Province, on November 18, Mr. Nguyen Phuong Nam - Vice Chairman of Quy Nhon City People's Committee said that the province has directed the Department of Education and Training to take charge and the city to coordinate in resolving the issue. However, in terms of expertise, the Department of Education and Training will provide guidance, then the City Department of Education and Training will implement it. Therefore, the city is waiting for the Department of Education and Training to provide guidance to resolve the issue.
Regarding the above issue, Mr. Dao Duc Tuan - Director of the Department of Education and Training of Binh Dinh province said that recently, the Department has issued full and specific guidance documents on the curriculum and teaching plan for physical education, including Binh Dinh traditional martial arts (VCT). Therefore, Quy Nhon City must "roll up its sleeves" to solve the problem, and should not "kick" responsibility onto someone else's "field".
"For a long time, the implementation instructions have been very clear, 10/11 districts and towns have done it and other schools in Quy Nhon City have done it too, only that school (Ngo May Secondary School) has problems. If the city is receptive, it must focus on resolving those recommendations, why "kick" it back to the Department", Mr. Tuan said.
Quy Nhon City, don't wait any longer!
Mr. Dao Duc Tuan also affirmed that the Department instructed to include Binh Dinh VCT in the extracurricular program according to Directive No. 03/CT-UBND of the Provincial People's Committee, not to include VCT in the main curriculum.
The official teaching program belongs to the program distribution issued by the Ministry of Education and Training, after reporting to the Government and being approved by the National Assembly. Therefore, the Department of Education and Training cannot violate the regulations of the superiors.
"The official curriculum is the national curriculum framework, so the province cannot do whatever it wants," said Mr. Tuan, adding that Quy Nhon City's waiting for the Department's guidance to resolve the matter is actually just a way to deal with it.
"The response from Quy Nhon City is a response, not receptive in resolving the issue. The "tumor" at Ngo May Secondary School must be resolved by the city, but if other places have no problems, what guidance is there?", said Mr. Tuan.
According to Mr. Tuan, at the time Binh Dinh VCT was introduced into schools, Mr. Nguyen Phuong Nam was the Head of the Department of Education and Training of Quy Nhon City. Now that he is the Vice Chairman of Quy Nhon City People's Committee, Mr. Nguyen Phuong Nam must be the one to resolve the matter, don't... wait any longer.
Many conflicts waiting for Quy Nhon City to clarify
In the article "Teachers accuse of cutting benefits: Many contradictions need to be clarified", Lao Dong Newspaper pointed out some inconsistent and contradictory contents in "Results of verification of the content reflected by Lao Dong Newspaper" by Quy Nhon City People's Committee. However, up to now, these issues still have no "answers".
That is, the conclusion of Quy Nhon City People's Committee that the school should include VCT in the elective sports content (TTTC; main course) in the 2018-2019 and 2019-2020 school years is appropriate, is it in accordance with the principles guided by Official Dispatch No. 1716?
It is necessary to clarify the fact that the school and the professional team arbitrarily agreed to include VCT in the TTTC content without reporting to the Quy Nhon City Department of Education and Training, and did not organize extracurricular VCT teaching, causing TTTC periods to be counted as regular teaching periods, without conversion.
And we need to review whether the Quy Nhon City People's Committee's conclusion that "there was no school arbitrarily changing the program prescribed by the Ministry of Education and Training" is correct or not?
