Ms. Le Xuan My Hanh is a specialist, Deputy Head of the Trade Union of the Project Management Board, Dong Nai Power Company, Southern Power Corporation; holds a Master of Economics degree, electrical systems engineer.
In 10 years of work, she has participated in managing more than 50 electricity construction investment projects with a total value of over 500 billion VND. Her work goes through many stages, from investment preparation, dossier management, data update, construction control to management and finalization of materials and equipment.
From practical work, she proactively proposed a plan to optimize the management of materials and bidding, contributing to helping the unit save nearly 50 billion VND in 5 years.
A highlight in Ms. Hanh's work process is her ability to identify specific inadequacies for research and propose solutions. Her initiatives range from technology, labor safety to management and digital transformation. Typical examples are hotline construction tools drying and disinfection cabinets, labor protection equipment; 3-phase medium-voltage cable pulling tools; compliance control software; standardization software for administrative document formats; electronic electricity inspector cards and customer information integration solutions using QR codes.
For three consecutive years, from 2022 to 2024, she was awarded the Creative Labor Medal by the Vietnam General Confederation of Labor; was commended as "National Excellent Young Worker", she has won many awards at scientific and technical innovation contests and "EVN Creative Women" contests. In 2025, she is one of 8 typical advanced individuals of the Vietnam Electricity Trade Union honored at the 11th National Patriotic Emulation Congress of CNVCLĐ.
In 5 years, from 2020 to now, Ms. Hanh has had 22 initiatives and solutions for administrative reform, including initiatives recognized by the Southern Power Corporation, initiatives that won the EVN women's innovation award, and the remaining initiatives recognized at the Company level and won the science and technology innovation contest of Binh Phuoc province (old) in 2020-2021 and 2022-2023.
One of them is the initiative on 3-phase medium-voltage cable pulling tools. In 2024, through the process of managing construction investment projects at the Project Management Board, it was found that the construction of pulling cables in bundles underground and using a crane or manpower to pull them up to the pole takes a lot of time and effort, leading to slow project construction progress and low labor productivity.
For that reason, Bu Dop Power Company and Ms. Hanh have coordinated to create the 3-phase medium-voltage cable pulling tool initiative to help the unit accelerate construction progress, increase labor productivity, and complete ahead of schedule, contributing to completing the targets set by Binh Phuoc Power Company. The work efficiency brought about after applying the initiative is very large. It is estimated that in 1 year, Binh Phuoc Power Company can save an estimated 454,243,000 VND/year. This initiative is widely implemented in 21 units under the Southern Power Corporation.

From reality, Ms. Le Xuan My Hanh shared that many workers have creative potential but still face barriers in expressive skills and psychological hesitation. They have ideas but do not know how to present and systematize them into a complete initiative according to specific regulations or forms. According to Ms. Hanh, this requires guidance and support in terms of methods. Besides, some workers also feel that the idea is not "big" or "breakthrough" enough to be called an initiative, leading to not daring to boldly propose.
It can be seen that in order for the emulation movement "Good Labor, High Productivity, Good Income" to increasingly attract a large number of union members and workers to participate, it is necessary to create conditions from businesses and support from the Trade Union organization. Thereby, helping workers overcome psychological barriers and confidently express their ideas.
