The new emulation movement named "Good Labor, High Productivity, Good Income" is built on the basis of the movement "Good Labor, Creative Labor". Here, good labor includes creative labor but must be target-oriented - meaning creating high productivity so that workers have good income.
Emulate in studying, improving professional qualifications, professional skills and digital skills; have ideas, proposals, initiatives, and technical solutions; proactively approach and gradually master new technologies, modern equipment and advanced management methods in production and business, applying them to production labor, gradually improving work efficiency, and excellently completing assigned tasks.
Emulation goals: Improving the quality of human resources, building a team of skilled workers and laborers, with solid expertise, meeting the development requirements of agencies, units, and businesses. Promoting technical innovation solutions, applying science and technology, automation, artificial intelligence and digital transformation.
Emulation to improve labor productivity is emulation to promote intelligence and creativity, promote initiatives, proactively innovate working methods, improve working processes, production, and business, contributing to improving labor productivity. Emulation objectives: Increase the quantity, quality and value of benefits from initiatives, contributing to improving the efficiency of using resources, promoting increased labor productivity and production and business efficiency.
Emulation to improve income for workers. Grassroots trade unions and employers emulation to coordinate in implementing solutions to improve the material, spiritual, income and welfare regimes for workers. Emulation goals: Improve income commensurate with labor productivity, work efficiency and ensure welfare regimes for workers.
Grassroots trade unions will concretize emulation targets in accordance with the reality of units and enterprises; include them in annual emulation agreements. At the same time, proactively coordinate with employers to build collective labor agreements, improve skills and craftsmanship, promote innovation, promote initiatives, technical innovations and improve welfare for union members and workers.
Arousing the spirit of overcoming difficulties
The emulation movement "Good Labor, High Productivity, Good Income" was launched after the success of the 14th Vietnam Trade Union Congress, aiming to create a vibrant emulation atmosphere, arouse the spirit of overcoming difficulties, creative labor, improve productivity and increase income for workers; thereby contributing to the socio-economic development goals, including economic growth of over 10%.
The movement needs to be implemented regularly and practically, associated with the tasks of each unit, enterprise and the jobs of workers. Emulation contents must have specific goals and targets, measurable by data; and at the same time, promptly detect, honor, and replicate advanced examples, typical initiatives and models to improve productivity and efficiency.
The emulation movement is organized for trade union levels; officials, union members, workers, and employers in agencies, units, and businesses.
One of the noteworthy points is that in each emulation content, the VGCL has proposed implementation solutions. In which, for high productivity content, the solution is to build a mechanism to encourage initiatives, technical improvements and innovation; create conditions in terms of time, resources and preferential treatment and reward regimes for union members and workers to research, propose and implement ideas and initiatives. Implement practical savings solutions in labor production.
Proposing the application of digital technology, artificial intelligence, big data in production management; researching and applying advanced management methods such as: 5S in production, Continuous Innovation (Kaizen), Lean Manufacturing... in enterprises. Building and maintaining online software to receive initiatives among workers nationwide, establishing a data bank on workers' initiatives.
The launching ceremony of the "Good Labor, High Productivity, Good Income" emulation movement to celebrate the success of the 14th Vietnam Trade Union Congress will take place on June 7, 2026, in the form of simultaneous launching nationwide; organized directly combined with online to 51 bridge points. Central bridge point in Thang Long Industrial Park, Hanoi City; 4 main bridge points: Ho Chi Minh City, Da Nang City, Can Tho City, Vietnam Science and Technology Trade Union; other bridge points in localities, industries, corporations. The Vietnam General Confederation of Labour encourages units to organize at construction sites, industrial parks, manufacturing enterprises...
Some targets of the emulation movement:
- Good labor emulation target: At least 65% of workers are trained, trained, and fostered to improve their professional qualifications, professional skills, and digital skills. At least 75% of workers at enterprises are familiarized with information technology, digital technology, and using smart devices for work.
- Targets for emulation to improve labor productivity: Annually, at least 400,000 initiatives of workers are proposed and applied in practice; Annually, from 500 - 700 initiatives are awarded Creative Labor Certificates; The value gained from initiatives in 2026 is at least 20,000 billion VND and increases by 10 - 15% each subsequent year; Labor productivity of units and enterprises participating in the movement increases by at least 8.5% per year (specifically by field and industry); Annually, at least 30% of workers exceed labor norms.
Regarding income improvement, the movement sets a target of increasing the average income of workers by 8-12%/year; over 80% of enterprises have collective labor agreements with clauses that are more beneficial to workers. Annually, at least 85% of union members and workers enjoy welfare programs; 30% of workers with initiatives that are effectively applied are rewarded according to profit value.
