In 2026, the Hai Phong City Labor Federation will promote the implementation of grassroots democracy regulations; proactively grasp and forecast the situation of labor relations to limit collective work stoppages.

Effectively implement dialogue and democracy regulations

Trade union levels in Hai Phong City strive to have at least in 2026, 85% of units and enterprises that meet the conditions according to the provisions of law negotiate and sign collective labor agreements; at least 85% of grassroots trade unions, enterprises, and units outside the State sector participate with employers to promulgate and implement grassroots democracy regulations.

Thanks to good dialogue and democratic regulations, in 2025, labor relations in the city were basically stable. The whole city recorded 4 collective labor disputes and work stoppages. The cases mainly related to requests to adjust salaries, allowances, welfare regimes; implementation of labor contracts and social insurance; working hours and salary scales. Among these, 2 work stoppages were not in accordance with legal procedures at Tam Cuong Footwear and Accessories Factory under Dinh Vang Co., Ltd. (Vinh Am commune) with about 1,000 workers participating and at Vinh Han Precision Technology Co., Ltd. (Phuc Dien Industrial Park, Mao Dien commune) with about 180 workers participating.

The City Labor Federation promptly grasped information, coordinated with the government and functional agencies to work with businesses, requested dialogue, and resolved workers' petitions. As a result, 100% of cases were resolved definitively, without causing hot spots, ensuring security and order and the legitimate rights of workers.

For example, at Sao Vang Co., Ltd. - An Lao Shoe Factory, the enterprise agreed to increase professional allowances, living allowances, shift meal allowances, lucky money; workers returned to work normally. At Vinh Han Precision Technology Co., Ltd., the trade union and functional agencies requested the enterprise to review the salary scale, adjust salaries according to seniority - skills, and ensure the rights of employees to quit their jobs and stay to work. Longshore Color Printing Joint Stock Company and Yawanyong Vietnam Co., Ltd. committed to signing labor contracts, paying social insurance, paying salaries on time, ensuring shift meals and not dismissing employees illegally. Employees agreed and returned to work immediately after the dialogue.

During the year, trade union levels received and participated in resolving 10 cases/petitions and complaints of workers, mainly related to salaries, social insurance, termination of contracts and job transfer. Many cases were guided and successfully mediated, helping workers stabilize their jobs, ensure their rights according to regulations, and limit disputes and strikes arising.

90.2% of grassroots trade unions have collective labor agreements

According to the Hai Phong City Department of Home Affairs, in 2025, the Department proactively coordinates with the City Labor Federation, the Management Board of Hai Phong Economic Zone and the People's Committees of communes, wards, and special zones to regularly monitor and grasp the labor relations situation at enterprises in the area; focusing on enterprises that use a lot of labor, enterprises in processing and exporting industries and enterprises in industrial parks and economic zones. In addition to the above-mentioned work stoppages, most of the remaining enterprises in the area maintain harmonious relations; the recommendations and problems arising are mainly exchanged and resolved by the parties through the dialogue mechanism at the enterprise.

The whole city has 2,116/2,786 units and businesses organizing employee conferences (reaching 75.95%). Businesses have newly signed 260 and re-signed 146 collective labor agreements, of which 326 are of type B or higher, with many clauses more beneficial to employees than the provisions of law. Compared to 2024, 2025 is more prominent in the new signing of a large number of collective labor agreements (260 in 2025, 94 in 2024) and improving the quality of negotiation with 326 copies of type B or higher.

Along with that, last year, the City Labor Federation chaired and coordinated supervision at 21 enterprises on the implementation of regimes and policies for employees; inspected and examined the compliance with labor laws at 11 enterprises and the implementation of employee policies at 30 enterprises. Through supervision, shortcomings in contract content, democracy regulations, incomplete social insurance, health insurance, and unemployment insurance contributions, and some violations of occupational safety and health were promptly detected and proposed to be overcome.
