Hanoi has more than 22,000 units that are late or evade paying insurance for employees
Hanoi Social Insurance has just publicly announced the list of 22,281 units, businesses and business households that are late in paying and evading social insurance, health insurance (BHYT), and unemployment insurance (BHTN) in June 2026. The list is made according to form D15-TS issued with Decision No. 366/QD-BHXH dated April 29, 2026 of Vietnam Social Insurance. Provisional data until the end of June 30, 2026, extracted from collection management system C12-TS dated July 6, 2026. The data file is more than 1,700 pages long, arranged according to the amount of late payment and evasion from high to low.
Statistics from data show that the total amount of late payment and evasion of payment of 22,281 units is about 1,970 billion VND, related to more than 100,000 workers. Among them, 17 units have amounts from 10 billion VND or more; 171 units from 1 billion VND to under 10 billion VND and more than 2,900 units from 100 million VND to under 1 billion VND.
Leading the list is LILAMA3 Joint Stock Company with more than 49.7 billion VND. Next are Bridge 12 Joint Stock Company with more than 30 billion VND; Branch of Xuan Kien VINAXUKI Automobile Joint Stock Company - Me Linh Automobile Factory No. 1 with nearly 27 billion VND; Transport Engineering Joint Stock Company 116 with more than 21.3 billion VND and Construction Mechanical Joint Stock Company 121 CIENCO1 with more than 19.3 billion VND.
On August 5, in an exchange with a reporter from Lao Dong Newspaper, Mr. Nguyen Duy Oai (born in 1973, Dai Mo ward, Hanoi) said that he worked at Lilama3 Joint Stock Company from 2001. In May 2018, he received a decision to terminate his labor contract.
When I received the decision to terminate the contract, I discovered that Lilama3 Joint Stock Company was late in paying social insurance for employees for many years, leading to us not being able to finalize social insurance books, not receiving unemployment insurance. Some people want to retire but do not meet the conditions, some people are sick and in difficulty and want to withdraw social insurance benefits once but cannot" - Mr. Oai said.
According to Mr. Oai, in May 2022, the Inspectorate of the Ministry of Labor, Invalids and Social Affairs (now the Ministry of Home Affairs) issued a decision to sanction administrative violations against Lilama3 Joint Stock Company. The reason Lilama3 Joint Stock Company was sanctioned was for late payment of compulsory social insurance and unemployment insurance with a total amount of more than 21.3 billion VND (excluding late payment interest).
The Inspectorate decided to fine Lilama3 Company 150 million VND, and at the same time requested the company to take remedial measures: Forcing the retroactive payment of compulsory social insurance money, unemployment insurance and interest payable according to the provisions of the 2014 Social Insurance Law.
Although from the time of being fined until now (May 2022 - PV), the leaders of Lilama3 Joint Stock Company have committed to pay money to pay social insurance late payment for us, however, the amount of money the company late pays is increasing!" - Mr. Oai said sadly.
Due to Lilama3 Company's late payment of social insurance, he encountered many difficulties in finding new jobs and to raise 3 children of school age, from 2018 to now, Mr. Oai has been a freelancer, doing whatever he is hired to do.
“I have contributed my strength and youth to Lilama3 Company for 16 years and 11 months. However, the company treats employees very badly. Up to now, the company has not paid social insurance for more than 35 months for me. To claim rights for myself and colleagues in the same situation, we have repeatedly come to Lilama3 Joint Stock Company to request leaders to implement regimes for employees who have terminated their contracts, but without results” - Mr. Oai complained.
Delayed payments lasting more than 18 years
In Tay Ninh, as of June 30, 2026, there are 593 enterprises that have been late in paying and evading social insurance, health insurance, unemployment insurance and occupational accident and disease insurance for 6 months or more, with a total amount of more than 287.15 billion VND.
Many businesses are slow to pay for a very long time. Phu Hai Shoe Co., Ltd. is 221 months late, equivalent to more than 18 years; Han Vu Co., Ltd. 218 months; ASK Production Service Trading One Member Co., Ltd. 194 months and My Dinh One Member Co., Ltd. 188 months.
In Dong Nai, as of May 31, 2026, there are 180 enterprises with 20 or more employees who are late in paying social insurance, health insurance, and unemployment insurance for 3 months or more, with a total amount of interest calculated of more than 196 billion VND.
Ca Mau has 380 businesses with late payments from 6 months or more, with a total amount of more than 147 billion VND, involving 893 workers.
Quang Ninh still has 433 units that have been late in paying or evading payment for more than 3 months and have an amount of 10 million VND or more, with a total amount of more than 96.2 billion VND, affecting the rights of 3,444 workers. This data does not include units that have reported depletion of all workers, dissolution, bankruptcy or cessation of production and business activities.
Information from Hai Phong City Social Insurance, in the first half of 2026, the total amount of late payment was 661,279,000,000 VND, accounting for 1.95% of the Vietnam Social Insurance revenue plan assigned, down 1.41% compared to the rate of late payment and evasion of Vietnam Social Insurance assigned in June 2026.
Some units have been delayed in construction for many months such as Bach Dang Shipbuilding One Member Limited Company with more than 78.44 billion VND; Pha Rung Shipbuilding One Member Limited Company with a delay of more than 53.45 billion VND; Hai Phong Seafood Export Processing Company also delayed nearly 24.89 billion VND; An Dong Shipbuilding Industry Joint Stock Company delayed more than 22.33 billion VND; LILAMA 69/2 Joint Stock Company owes more than 19.46 billion VND (as of May 2026)...
The picture from many regions shows that the situation of late payment and evasion of social insurance is no longer dry numbers on statistical tables. Behind the prolonged debts are thousands of workers who have to pay the price with their own social security benefits, from maternity benefits, unemployment benefits to the opportunity to close social insurance books to start a new job.
Strongly handle businesses with prolonged insurance debts
Faced with prolonged insurance debt (more than 139 billion VND, affecting the interests of 3,045 employees, as of the end of June 2026), Gia Lai Provincial People's Committee requested the Provincial Social Insurance to coordinate with relevant agencies to review, classify and urge each enterprise to rectify the debt; and at the same time support truly difficult units to develop appropriate contribution roadmaps.
The Provincial Inspectorate is assigned to develop an inspection plan for businesses with large debts and delays; tax authorities strengthen data exchange and control the implementation of insurance obligations. The Provincial Police verify acts of evasion, fraud, and appropriation of employees' money and consider criminal handling for cases with sufficient grounds.
In Quang Ngai, by the end of June 2026, the total amount of late payment of social insurance, health insurance, and unemployment insurance from 3 months or more was recorded at about 161.7 billion VND.
The Chairman of the Provincial People's Committee directed the establishment of an inter-sectoral inspection team including the Department of Health, Provincial Inspectorate, Provincial Labor Federation, Provincial Police, Provincial Social Insurance and related units.
The inspection team will focus on businesses with large amounts of late payments, prolonged periods, affecting many workers; resolutely handle or propose competent authorities to strictly handle cases of late payment, evasion of social insurance, health insurance, and unemployment insurance.
