Talking to a reporter from Lao Dong Newspaper, Ms. Phan Thi Mai - Head of Collection Management and Participant Development Department, Ho Chi Minh City Social Insurance - said that to reduce the situation of businesses delaying and evading social insurance contributions, in the past time, the Ho Chi Minh City Social Insurance sector has strengthened propaganda and dissemination of policies and laws on social insurance, strengthened periodic and unscheduled inspections for businesses showing signs of delaying and evading social insurance contributions, businesses at high risk such as delaying social insurance contributions for many months, businesses that frequently change workers or show signs of incorrect declarations.
Ho Chi Minh City Social Insurance also closely coordinates with relevant departments and branches to handle the situation of late social insurance payments and develop revenue reconciliation plans at businesses that have late payments for 3 months or more, with debts of 50 million VND or more. Strengthen inspection of units that do not rectify late social insurance payments and transfer dossiers to the police agency for criminal handling according to regulations on the crime of evading social insurance payments.
However, as of June 30, 2026, in Ho Chi Minh City, there are 25,527 units that are late in paying social insurance with an amount of 886.62 billion VND and 20,776 units that evade social insurance with an amount of 3,344.74 billion VND.
Also according to Ms. Mai, although the 2024 Law on Social Insurance has supplemented many regulations to strengthen discipline in the implementation of social insurance policies, in reality there are still some difficulties, such as many businesses have stopped operating, dissolved, abandoned business addresses or business owners have absconded, so it is very difficult to verify and organize the recovery of late payment amounts. In particular, some businesses deliberately delay, evade responsibility, and do not cooperate with the social insurance agency even though they have been reminded, inspected and penalized.
To sustainably reduce the situation of late payment and evasion of social insurance, Ms. Mai believes that it is necessary to synchronously implement many solutions. In which, it is necessary to continue to improve the coordination mechanism and data sharing between social insurance agencies and tax, business registration, banking and state management agencies to detect early businesses with signs of violations; improve the effectiveness of specialized inspections, and increase deterrence against acts of intentional late payment and evasion of social insurance.
On the other hand, it is also necessary to strengthen propaganda to make employers understand that paying social insurance is not only a legal obligation but also a responsibility to employees and the sustainable development of the enterprise. On the employee's side, it is necessary to regularly monitor their social insurance participation process, proactively reflect immediately when detecting that the enterprise does not pay or is late in paying social insurance so that functional agencies can take timely handling measures.
