Help union members and workers receive compensation and support of more than 113 billion VND
Ms. Ho Thi Kim Ngan - Deputy Head of the Labor Relations Department, Vietnam General Confederation of Labor - said that Directive No. 31-CT/TW of the Secretariat "On continuing to strengthen the Party's leadership over occupational safety and hygiene in the new situation" requires: Ensuring the rights of workers to work in safe and hygienic working conditions and protecting the assets, rights, and legitimate interests of the State, enterprises, organizations, and individuals.
Strengthening the supervision of compliance with the law at the workplace in general and supervision of occupational safety and hygiene in particular is considered a key and important task of the trade union organization. It is necessary to have solutions to enhance the role of the trade union organization in supervising compliance with the law at the workplace to ensure the rights of employees.
According to Mr. Le Dinh Quang - Deputy Head of Policy and Law Department, Vietnam General Confederation of Labor, in the period of 2018 - 2023, Vietnam Trade Unions at all levels have supervised over 166,000 meetings focusing on the implementation of laws on labor, trade unions, social insurance, health insurance, and occupational safety and hygiene, thereby helping more than 27,000 employees to resolve policies and regimes with a total compensation and support amount of over 113 billion VND.
Mr. Quang emphasized that through monitoring, many limitations and violations in the implementation of policies and laws were discovered and promptly handled. Trade unions at all levels have proposed amendments and supplements to policies, and at the same time provided legal guidance and answers to agencies and businesses, contributing to protecting the legitimate rights and interests of union members and employees and improving business performance.
Help businesses comply with the law
Mr. Nguyen Thanh Do - Head of Policy and Law Department, Ho Chi Minh City Labor Federation - informed that recently, Ho Chi Minh City Labor Federation at all levels has implemented many monitoring programs, especially for grassroots unions in performing the functions and tasks of the trade union organization in protecting the rights and interests of union members and employees at enterprises, focusing on grassroots unions participating with enterprises in building salary scales, payrolls, collective labor agreements, labor regulations, organizing shift meals, etc.
The Union also participates in supervising State agencies in implementing instructions on building labor relations, directing the development of union members, and building union organizations.
According to Mr. Do, the Trade Union Law (amended) 2024, which stipulates that the Trade Union takes the lead in supervision, has enhanced the role, functions, and tasks of the Trade Union organization, while also setting new requirements for implementing this regulation. This requires each cadre and Trade Union organization to actively study and improve their qualifications to meet new requirements and tasks.
“If the Union supervises well, it will help businesses comply with the law, ensure the legitimate rights and interests of union members and employees, and help businesses retain employees in the context of increasingly fierce labor competition. Thereby, it is also the basis for businesses to be able to sign and execute contracts with businesses in other countries and territories that meet high requirements on labor standards,” said Mr. Do.
Ms. Nguyen Hoang Bao Tran - Vice President of Binh Duong Provincial Federation of Labor - said that regarding the content that the Union is in charge of supervising, the Unions at all levels in the province focus on supervising issues related to the legal and legitimate rights and interests of union members and workers.
On average, each year the Provincial Federation of Labor presides over one supervision meeting and directs the direct superior trade union (mainly the district-level Federation of Labor) to preside over and supervise an average of one to three meetings per year. The subjects of supervision include state labor management agencies and enterprises.
Through monitoring, the efforts of enterprises in implementing the law, resolving policies and regimes for employees have been recorded. At the same time, it also pointed out policies and regimes that have not been implemented, discussed, guided and required enterprises to overcome shortcomings.
