Ms. Tran Anh asked: What is the total number of periods I have to teach according to the norm, excluding the homeroom teacher's periods and experiential and career guidance activities?
The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:
According to the General Education Program, experiential activities last 105 periods/year. The organization of experiential and career guidance activities is annually guided by the Ministry of Education and Training in official dispatches guiding secondary education tasks.
For the 2023-2024 school year, the Ministry of Education and Training issued Official Dispatch No. 3899/BGDDT-GDTrH with detailed instructions as follows:
Priority is given to assigning teachers to tasks that are appropriate to their expertise; teachers are assigned tasks that are shown on the education plan and are given time to implement that content according to the program distribution (not overlapping with the tasks of the homeroom teacher according to current regulations).
Develop an educational plan that specifically defines the content of activities and duration of implementation for each type of activity specified in the program; flexibly allocate time for types of activities with different organizational scales between weeks; clearly define the duration for flag-raising activities at the beginning of the week, class activities and other collective educational activities of the school to ensure that they do not overlap with the duration of implementation of the content according to the experiential and career guidance program.
Therefore, in case the homeroom teacher spends time performing the duties of a homeroom teacher, the teaching quota for the homeroom teacher will be reduced according to the provisions of Clause 1, Article 8 of Circular No. 28/2009/TT-BGDDT.
In case teachers (including homeroom teachers) spend time organizing experiential and career guidance activities, the school principal shall base on the workload to convert it into teaching hours for teachers according to the provisions of Clause 11, Article 1 of Circular No. 15/2017/TT-BGDDT amending and supplementing a number of articles of Circular No. 28/2009/TT-BGDDT.
