Dear Central Party Committee members, former Central Party Committee members, Dear leaders of Central departments, ministries and branches, Dear experts, scientists and all comrades attending the Workshop!
After a morning of urgent and serious work, with a scientific spirit and high responsibility, our attractive and inspiring conference successfully completed its set goals and tasks.
Through 51 presentations, especially through 12 opinions expressed and discussed at the Workshop, we have agreed and clarified a number of very basic theoretical and practical issues about the “New Era, the Era of the Vietnamese Nation’s Rise”. We affirm that the orientations of General Secretary To Lam are strategic orientations formed on solid scientific foundations, with high persuasiveness and leadership.
On behalf of the units and the comrades chairing the Workshop, I would like to respectfully accept all the profound, dedicated and valuable opinions of the experts and scientists and would like to summarize and emphasize the following issues:
First, awareness of the new era, the era of the Vietnamese people's rise.
We agree to perceive an Era as a historical period marked by events with important characteristics that have a great influence on the development of a nation, a country or all of humanity.
The new era, the era of the Vietnamese people's rise, is the era of breakthrough development, acceleration under the leadership and rule of the Communist Party of Vietnam, successfully building a socialist Vietnam, the ultimate goal of prosperity, democracy, fairness, civilization, prosperity, and happiness; catching up, advancing together, standing shoulder to shoulder with the world powers; contributing more and more to the peace, stability, development of the world, the happiness of humanity and global civilization. In the new era, all Vietnamese people are fully developed, have a prosperous, free, happy, and civilized life.
The top priority in the new era is to strongly arouse national spirit, patriotism, self-reliance, self-confidence, self-reliance, national pride, and the aspiration to develop the country; closely combine national strength with the strength of the times to successfully implement strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed socialist country with high income.
We unanimously determined that the starting point of the new era is the 14th National Party Congress, the time when we successfully completed the renovation process after 40 years of persistent work and creativity and achieved great achievements; our foundation, potential, position, and international prestige have been significantly raised; Vietnam's development space and advantages are: (1) Geopolitical and geoeconomic position; (2) The population of 105 million people is the golden population; (3) A unique, peaceful, tolerant and generous culture; (4) We have a ruling Party, a stable country; (5) Aspiration, will, courage, intelligence, and consensus among millions of people as one; (6) The advantage of coming later, taking shortcuts, avoiding mistakes...
Up to this point, all the factors of favorable time, favorable location, and favorable people have converged, creating opportunities for our entire Party, people, and army to join hands and make the most of opportunities and advantages, push back risks and challenges, and bring the country to comprehensive and strong development, breakthroughs, and take off, rise, and rise quickly.
Second, we are in high agreement and affirm that entering a new era is an inevitable development step, in accordance with the laws of motion of the Vietnamese revolution and the development trend of the times.
After nearly 95 years of carrying out the cause of liberation and national construction; our people, under the leadership of the Party, have created miraculous breakthroughs and glorious eras: the era of national independence and building socialism (1930 - 1975); the era of national unification and innovation (1975 - 2025); and now, we enter the third era - the era of the Vietnamese people's rise, starting with the important event, the 14th National Congress of the Party. Three eras have been and will be created, which is the lawful continuation of the Vietnamese revolution under the leadership of the Party; the previous era creates the premise for the next era; the next era inherits and develops the achievements of the previous era, making national independence and socialism increasingly blend and develop continuously.
The world is in a period of epochal change. From now until 2030 is the most important period to establish a new world order. This is also a period of important strategic opportunity, the final stage of the Vietnamese revolution to achieve the 100-year strategic goal under the leadership of the Party, creating a solid premise to achieve the goal of 100 years of the founding of the country.
Third, the comments mentioned the requirement to comprehensively and synchronously deploy solutions to create breakthrough development in various fields, emphasizing a number of key points:
1. On continuing to strongly innovate the Party's leadership and governing methods
Entering a new era, the requirement to strongly innovate leadership methods, improve leadership capacity, governance capacity, ensure that the Party is the great helmsman, leading our nation to breakthrough and accelerate is urgent, it is necessary to implement a number of strategic solutions that General Secretary To Lam has directed: unifying awareness, strictly implementing the Party's leadership and governance methods, not making excuses, replacing or loosening the Party's leadership. Strongly innovate the promulgation, dissemination and implementation of Party resolutions, ensuring that resolutions of Party committees and organizations at all levels must have vision, scientific nature, practicality, practicality and feasibility, be concise, easy to understand, easy to implement, correctly identifying the requirements, tasks, paths and development methods of the country, of the nation, of each locality, each ministry and branch, promoting the application of information technology and digital transformation in Party activities.
2. On strengthening the Party's character in building and perfecting the Vietnamese socialist rule-of-law state of the people, by the people, for the people
The opinions in the discussion were in high agreement with the assessment of General Secretary To Lam: among the three biggest bottlenecks today, which are institutions, infrastructure and human resources, institutions are the "bottleneck" of "bottlenecks" that must be focused on solving.
Experts and scientists agree that it is necessary to strongly innovate thinking in law-making in the direction of both ensuring state management requirements and encouraging innovation, liberating all productive forces, unleashing all resources for development, and not missing development opportunities. Innovate the process of building and organizing law implementation. Closely following reality, standing on the ground of Vietnamese reality to build appropriate legal regulations (especially issues related to the Fourth Industrial Revolution, artificial intelligence, digital transformation, green transformation, etc.); thoroughly reform administrative procedures; tighten discipline, discipline, promote the responsibility of leaders, resolutely fight against negativity and group interests to successfully carry out the revolution in digital transformation, creating a breakthrough for the country's development in the new era.
3. On streamlining the organization for effective and efficient operations
The opinions in the discussion were in high agreement with the direction of General Secretary To Lam on streamlining the political system's organizational apparatus, ensuring synchronization, connection, smoothness, and effective and efficient operation. Breakthroughs in thinking; strong innovation in the Party's leadership and governing methods must be closely linked and promoted effectively through innovation and streamlining the organizational apparatus.
It is necessary to continue to focus on building and streamlining the organizational apparatus of the Party, National Assembly, Government, Fatherland Front, and socio-political organizations to operate effectively and efficiently; cut down on unnecessary intermediaries; promote decentralization and delegation of power in conjunction with strengthening inspection and supervision, clearly defining responsibilities between the Central and local levels, between local authorities at all levels, between managers and workers to promote proactiveness, creativity, and enhance the autonomy, self-reliance, and self-responsibility of localities.
4. About staff and staff work
Through the workshop, we have reached a high consensus: cadres and cadre work are “very important” issues, “deciding everything”, “cadres are the root of all work”, and are the decisive factor in the success or failure of the revolution. Building a cadre team with enough capacity to lead the country into a new era, an era of national growth, is an urgent issue, a matter of vital significance.
It is necessary to synchronously and drastically deploy solutions to create fundamental changes in building a contingent of cadres in the new period. Strongly innovate the work of recruitment, training, promotion, appointment, rotation, transfer, and evaluation of cadres in a practical direction, for the sake of finding people. Build a mechanism to encourage and protect cadres with innovative thinking, who dare to think, dare to do, dare to break through, dare to take responsibility, dare to face difficulties and challenges, for the common good on the basis of clearly distinguishing those who dare to think, dare to do, dare to innovate and create for the common good from those who are adventurous, reckless, fanciful, and unrealistic. Focus on reviewing, nurturing, testing, and screening personnel planned to participate in Party committees and standing committees of Party committees at all levels, especially personnel of the 14th Party Central Committee's Executive Committee, in the direction of streamlining, having real virtue, real talent, and being capable of leading the cause of creating a "new era, an era of national development".
5. On economic development and digital transformation revolution
Our conference paid special attention to solutions to create breakthrough economic development, considering this a key task of the cause of creating a new era. Opinions all emphasized the need for strong and drastic breakthroughs in development institutions; removing bottlenecks and barriers, taking people and businesses as the center, mobilizing and unblocking all internal and external resources, resources within the people, developing science and technology synchronously and smoothly, all for the sake of improving the material and spiritual life of the people. Prioritize synchronous and breakthrough development in building economic and social infrastructure. Focus on developing digital production forces associated with perfecting digital production relations; promote strategic technology, taking science - technology, innovation as the main driving force for rapid and sustainable development; promote the digital transformation revolution, considering this the key, the lever to bring the country to remarkable development in the new era. Digital transformation is the process of gradually establishing a new, advanced and modern production method - "digital production method, a new form of production method compatible with a highly developed knowledge economy, demonstrating the superior level and quality of the socialist production method. There is a breakthrough mechanism to attract domestic and foreign talents; build a strategy to develop human resources with knowledge, skills and innovative and creative thinking, meeting the requirements of digital government, digital economy, digital society and the Fourth Industrial Revolution. The goal by 2030 is that Vietnam will be in the top 50 countries in the world and ranked 3rd in the Association of Southeast Asian Nations (ASEAN) in e-government, digital government, and digital economy.
6. On anti-waste
We are in high agreement with the assessment of General Secretary To Lam: in reality, waste is quite common, in many different forms, and has been causing many serious consequences for development (causing a decline in human resources, financial resources, reducing production efficiency, increasing the cost burden, depleting resources, widening the gap between rich and poor; causing a decline in people's trust in the Party and the State, creating invisible barriers in socio-economic development, missing development opportunities for the country...). Therefore, we are in agreement with the view that promoting waste prevention and combat is a focus in Party and political system rectification, on par with preventing and combating corruption and negativity. Review and supplement regulations on management mechanisms and economic and technical norms that are no longer suitable for the country's development practices. Complete regulations on handling wasteful behavior; regulations on management and use of public assets. Resolutely resolve the long-standing problems of important national projects, key projects, low-efficiency projects, causing great loss and waste; weak commercial banks. Build a culture of preventing and combating waste; make the practice of saving and combating waste become "self-conscious", "voluntary", "daily food, water, clothes".

We are pleased to confirm that today's conference was a great success. Although it was an introductory conference, the results obtained have laid a scientific foundation for us to continue to delve deeper into research and perfect the theory of the new era.
There is only a little over a year left until the 14th National Congress of the Party. We must start right now, we must actively and resolutely take action right now, creating strong changes in awareness and action of the entire Party, the entire people, and the entire army, with the core being the entire political system, preparing a new mindset, spirit, and determination, so that at the 14th National Congress of the Party, we, millions of people, as one, confidently declare: Vietnam has officially entered the Era of national growth; Vietnam can do everything - nothing is impossible.
