Mr. Nguyen Van Bac, Head of the Trade Union Affairs Committee, Vietnam General Confederation of Labor, said that implementing Official Dispatch No. 39/CD-TTg dated May 14, 2026 of the Prime Minister on accelerating the progress of exploiting and handling redundant housing and land facilities when implementing organizational structure arrangement and administrative unit arrangement at all levels; Official Dispatch No. 6142/BTC-QLCS dated May 14, 2026 of the Ministry of Finance on the management, use and handling of housing and land of state-owned corporations, general corporations, units under ministries, central agencies in Ho Chi Minh City... Vietnam General Confederation of Labor requests units to urgently implement Notice No. 147/TB-MTTW-BTTT dated April 8, 2026 of the Standing Committee of the Central Committee of the Vietnam Fatherland Front on the plan to rearrange and comprehensively handle housing and land facilities of the Vietnam General Confederation of Labor at the meeting on April 3, 2026.
The Vietnam General Confederation of Labour has issued Official Dispatches 1877/TLĐ-CTCĐ dated April 7, 2026, Official Dispatches from No. 1894 to No. 1927/TLĐ-CTCĐ sent to 34 People's Committees of provinces and cities and also sent to Provincial and City Labor Confederations, Central and equivalent Industry Trade Unions, General Corporation Trade Unions directly under the Vietnam General Confederation of Labour and non-business units of Trade Union organizations (units) on the plan to rearrange and handle houses and land of Trade Union organizations in provinces and cities.
The deadline for the Vietnam General Confederation of Labour to request the People's Committees of provinces and cities to send opinions to the Vietnam General Confederation of Labour before May 5, 2026.
At the same time, the Vietnam General Confederation of Labour issued Official Dispatch No. 2186/TLĐ-CTCĐ dated May 12, 2026 on accelerating the coordination and processing of dossiers of housing and land facilities of trade union organizations in provinces and cities (the deadline required trade union units to complete before May 15, 2026).
The Vietnam General Confederation of Labour requests the Chairmen of Provincial and City Labor Federations, Central and equivalent Industry Trade Unions, General Corporation Trade Unions directly under the Vietnam General Confederation of Labour and Heads of public service units of the Trade Union organization to pay attention and be drastic in directing coordination and organization of implementation to meet the requirements of Official Dispatch No. 39/CD-TTg dated May 14, 2026 of the Prime Minister.
By May 19, 2026, based on the unanimous opinions in the Official Dispatches of the Provincial and City People's Committees sent to the Vietnam General Confederation of Labour, the Vietnam General Confederation of Labour has issued Decisions of phase 1 of transferring and handing over a number of 67 houses and land establishments to the Provincial and City People's Committees.
For the remaining units with proposed plans for housing and land facilities to be transferred and handed over to local management and handling that have not yet completed the coordination and provision of dossiers as required in Official Dispatch No. 2186/TLĐ-CTCĐ dated May 12, 2026 of the Vietnam General Confederation of Labour, and have not yet had a Official Dispatch on opinions from the People's Committees of provinces and cities sent to the Vietnam General Confederation of Labour, it is proposed that the unit continue to work with the Department of Finance, the Office of the People's Committees of provinces and cities to accelerate the progress of advising the Official Dispatch for the People's Committees of provinces and cities to respond to opinions sent to the Vietnam General Confederation of Labour before May 30, 2026. Be responsible to the Presidium of the Vietnam General Confederation of Labour in implementing the direction in the Prime Minister's Official Dispatch.
The VGCL requests the unit to urgently coordinate and organize implementation. In case of arising problems, it is requested to report to the VGCL (through the Trade Union Affairs Committee, asset management department) for coordination and handling.
